Barking and Dagenham Landlord Licence Documents: What You Need to Upload

Submitting an LBBD licence application with missing or expired documents is an expensive mistake. The Part A fee is non-refundable, and if you can't supply what's missing within two months, the application is refused and you lose the fee entirely. Here's exactly what you need before hitting submit.

Documents Required for All Licence Types

Gas Safety Certificate — must be current (renewed annually) and issued by a Gas Safe registered engineer covering every gas appliance at the property. If there are no gas installations, you still need to declare this on the application.

Electrical Installation Condition Report (EICR) — valid for five years under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020. The report must show a "Satisfactory" rating. Any C1 (danger present) or C2 (potentially dangerous) defects must be resolved before you submit — an unsatisfactory EICR will either delay your application or get it rejected.

Energy Performance Certificate (EPC) — minimum Band E under MEES regulations. If the property can't reach Band E, you need proof of a valid exemption registered on the national PRS Exemptions Register. An expired or missing EPC is one of the most common reasons for application delays.

Measured Floor Plan — room dimensions in square metres, window positions, fire escape routes and amenity locations (kitchen, bathroom, toilet). For selective licences, hand-drawn plans with accurate measurements are accepted. For HMO licences, scaled technical drawings are required.

Written Tenancy Agreement — a sample or the active tenancy terms currently provided to occupants.

Smoke and CO Alarm Confirmation — proof of working smoke alarms on every storey used as living accommodation, and carbon monoxide alarms in rooms used wholly or partly as living accommodation that contain a fixed combustion appliance other than a gas cooker, in line with the Smoke and Carbon Monoxide Alarm (Amendment) Regulations 2022.

Additional Documents for HMO Applications

Fire Risk Assessment — a written assessment conducted under the Regulatory Reform (Fire Safety) Order 2005. This isn't optional for HMOs.

Fire Alarm Test Certificates — annual test certificates for Grade A or Grade D mains-powered fire alarm systems, where fitted.

Emergency Lighting Test Certificates — annual test certificates for emergency lighting installations.

Additional Documents for Discount Claims

Accreditation Certificate — if you're claiming the Gold discount (£250 off Part B), you need a valid certificate from LLAS, NRLA, BLA, Safeagent, Propertymark, UKALA or RICS showing current membership at the time of application.

Common Mistakes

Uploading an EICR with outstanding C1/C2 codes. Get the remedial work done and the report reissued before you apply — don't assume the council will give you time to fix it after submission.

Submitting hand-drawn floor plans for an HMO. Selective licences accept hand-drawn plans, but HMO applications need scaled technical drawings. If you're unsure whether your property is an HMO, work that out before commissioning the floor plan.

Forgetting interested party notifications. You must confirm that all interested parties — mortgage lenders, freeholders, joint owners and managing agents — have received written notice of the application. The portal requires you to declare this, and the council can verify it.

A document assembly checklist and upload guide is included in the Barking and Dagenham Landlord Licensing Guide.
