Barking and Dagenham Landlord Licence Fee Discounts: Silver and Gold Explained

LBBD offers two discount tiers on property licence fees, both deducted from the Part B payment. If you get your documents right and secure accreditation before the inspection, you can save £250 per property — which adds up fast if you hold more than one licence.

Silver Discount: £200 Off Part B

The Silver Compliance Award knocks £200 off your Part B fee. To qualify, your property must pass the council's compliance inspection without any identified safety defects or hazard notices.

That means everything needs to be in order before the inspector arrives: working smoke alarms on every floor, carbon monoxide detectors where required, valid gas and electrical certificates, no HHSRS Category 1 hazards, and room dimensions meeting the applicable standards.

With a selective licence, Silver reduces the total from £950 to £750. For an additional HMO licence, it drops from £1,400 to £1,200.

Gold Discount: £250 Off Part B

The Gold Compliance Award requires two things: passing the compliance inspection (same as Silver) and holding verified accreditation with a recognised landlord body.

LBBD recognises these organisations:

  • London Landlord Accreditation Scheme (LLAS)
  • National Residential Landlords Association (NRLA)
  • British Landlords Association (BLA)
  • Safeagent / Propertymark / UKALA
  • Royal Institution of Chartered Surveyors (RICS)

LLAS membership costs about £90 as an entry fee. Against a £250 Part B discount, the return is clear — even for a single selective licence, you save around £160 net on the first property. For a landlord with multiple LBBD properties, the accreditation pays for itself several times over.

The accreditation must be valid at the time of your application and verifiable by the council. If it lapses between application and inspection, you may lose the Gold tier.

What Disqualifies You

You cannot claim either discount if:

  • The three-month penalty applies. If the property was let without a licence for more than three months after the scheme started (6 April 2025 for selective, 9 January 2025 for additional HMO), both discounts are automatically forfeited. The council also restricts you to a one-year licence.

  • Fit and proper findings. Adverse results on the fit and proper person assessment for the licence holder or manager disqualify discount eligibility.

  • Non-compliant documents. Missing, expired or unsatisfactory certificates (EICR with C1/C2 defects, lapsed gas safety, EPC below Band E without a registered exemption) remove you from both tiers.

  • Unauthorised modifications. Structural changes made without planning permission or building regulations approval. Given LBBD's borough-wide Article 4 Direction on HMO conversions, this is especially relevant for shared properties.

Can You Appeal a Discount Refusal?

If LBBD refuses your discount, you can submit written representations during the 21-day consultation window following the Notice of Intent. A Senior Supervising Officer reviews the case, with escalation to the Licensing Oversight Panel for final determination. If the appeal succeeds, any overpaid fees are refunded.
