Bond Cleaning Disputes in Queensland: What Landlords Can Claim
Cleaning is the most common reason Queensland landlords claim against a bond — and the most common reason those claims get reduced or thrown out at QCAT. The issue isn't whether the property was dirty. It's whether you can prove the property was cleaner when the tenant moved in.
The Standard You're Measured Against
Queensland law doesn't require a tenant to return the property in pristine condition. The standard is the level of cleanliness documented in the entry condition report (Form 1a), minus fair wear and tear.
If the property wasn't professionally cleaned before the tenant moved in, you can't deduct the cost of a professional clean at exit. If the oven had grease marks at entry, you can't claim for oven cleaning at exit. The Form 1a is your baseline, and everything is measured against it.
What Counts as a Valid Cleaning Claim
You can claim cleaning costs for:
- Kitchen surfaces, appliances, and range hoods significantly dirtier than at entry
- Bathroom grime, mould, and soap scum beyond what was documented at entry
- Carpet stains that weren't present at move-in (not general traffic wear)
- Windows, tracks, and blinds left in materially worse condition
- Rubbish, personal items, or debris left behind by the tenant
You cannot claim for:
- General dust accumulation after the exit inspection date
- Light wear marks on floors or walls that come from normal living
- Cleaning that would have been needed regardless of the tenant (cobwebs in eaves, external window grime)
- A "professional clean" standard if the entry report doesn't show professional-level cleanliness
The Evidence You Need
Under Section 136AA, you must deliver supporting evidence to the tenant within 14 days of filing your bond claim. For cleaning deductions, your evidence package should include:
- Entry condition report (Form 1a) with the cleaning standard noted for each room
- Exit condition report (Form 14a) showing the condition at handover
- Comparative photographs — same rooms, same angles, entry vs exit, with dates visible
- Itemised cleaning invoice or quote — not just a lump sum, but broken down by area
- Paid receipt if the cleaning has already been completed
A single invoice for "$800 end-of-lease clean" without itemisation is weak. An invoice showing "$120 oven and range hood, $180 carpet spot treatment, $200 bathroom deep clean" gives the adjudicator something to assess room by room.

Common Mistakes in Cleaning Claims
Claiming full professional-clean costs when the entry wasn't professional. If the tenant received a property that was "tenant clean" at entry, they only need to return it to that standard.
No comparative photos. Without before-and-after evidence, the claim becomes your word against the tenant's. QCAT adjudicators want visual documentation.
Including fair wear and tear. A three-year-old carpet with traffic wear in the hallway isn't a cleaning issue — it's normal use. Claiming for general wear mixed in with legitimate cleaning items weakens your entire claim.
Late evidence delivery. If you don't get your evidence to the tenant within 14 days of filing, you've breached Section 136AA. Even if your cleaning claim is valid, the procedural failure undermines your position.
A Practical Approach
The easiest way to handle end-of-lease cleaning is to set clear expectations before the tenant moves out. Share a cleaning checklist that matches what the entry condition report documented, give the tenant a reasonable opportunity to clean or arrange cleaning themselves, and do a pre-exit walkthrough if possible.
Most cleaning disputes can be avoided by clear communication. The ones that end up at QCAT are usually cases where the landlord's expectations exceeded what the entry report supported, or where the tenant did a genuinely poor job and the landlord filed without organised evidence.
