Brent Property Inspections for Licensed Landlords: What to Expect

A licence in Brent is not a one-off transaction. Brent Council says it aims to inspect licensed properties within the licence period, and your licence conditions require you to grant access within 14 days of a written request.

When Do Inspections Happen?

Brent aims to inspect licensed properties after the licence is issued and within the licence period. The council says these inspections check compliance with licence conditions and identify serious hazards. Other visits may follow a complaint or enforcement action:

  • Complaint-driven inspections: triggered by tenant reports of disrepair, overcrowding, or safety hazards
  • Post-enforcement follow-ups: checking that improvements ordered by a previous notice have been completed

The council gives written notice before a scheduled inspection. Under licence condition 22, the licence holder must provide access within 14 days of that notice. Refusing or obstructing access is a licence condition breach carrying its own penalty.

What Officers Assess

Brent inspections follow the Housing Health and Safety Rating System (HHSRS) under Part 1 of the Housing Act 2004. Officers evaluate the property against 21 statutory hazard categories, including:

  • Damp and mould: visible mould growth, condensation damage, penetrating damp
  • Excess cold: inadequate heating, poor insulation, single glazing in habitable rooms
  • Fire safety: working smoke alarms on every storey, carbon monoxide alarms where required, clear fire escape routes, fire doors in HMOs
  • Electrical hazards: exposed wiring, overloaded circuits, outdated consumer units
  • Falls: unguarded staircases, uneven flooring, inadequate lighting in common areas
  • Structural defects: subsidence, cracked walls, deteriorating roofing

For HMOs specifically, officers also check compliance with the Management of Houses in Multiple Occupation (England) Regulations 2006 and, for section 257 converted blocks, the Management of Houses in Multiple Occupation (Additional Provisions) (England) Regulations 2007 — common area maintenance, waste disposal arrangements, and fire escape upkeep.

Licence Conditions the Inspector Will Verify

Beyond HHSRS hazards, the inspector checks that you are meeting Brent's standard licence conditions:

  • Room sizes: sleeping rooms meet the mandatory minimums (6.51 m² single, 10.22 m² double)
  • Occupancy cap: the number of occupants does not exceed the licence's stated maximum
  • Security: front doors have mortice locks with internal thumbturn mechanisms for keyless emergency escape, or equivalent five-lever security
  • Waste management: external bins provided, tenants given written disposal instructions within 7 days of moving in
  • Smoke and CO alarms: working alarms on every storey, CO alarms in rooms with gas or solid fuel appliances
  • Gas safety: a current Gas Safety Certificate (renewed annually) covering all gas appliances
  • Electrical safety: a satisfactory EICR on file

What Happens If the Inspector Finds Problems?

The response depends on the severity:

Minor issues: the officer may give informal advice or a written request to fix the problem within a set timeframe. Common examples include a missing CO alarm, a fire door that does not self-close properly, or an out-of-date tenant reference record.

Category 1 hazards (serious risk to health or safety): the council must take enforcement action. This typically means an Improvement Notice requiring specific works within a deadline, or in urgent cases, a Prohibition Order restricting the use of part or all of the property.

Licence condition breaches: for relevant offences committed from 1 May 2026, the council can issue a civil financial penalty of up to £40,000, shorten the licence term to one year, or revoke the licence entirely.

Repeat or serious failures: Brent can apply for a Management Order, taking direct control of the property and collecting rent to fund necessary works. The landlord may also be placed on the national database of rogue landlords.

How to Prepare

The best preparation is maintaining compliance throughout the licence term rather than scrambling before an inspection:

  • Keep all safety certificates current — Gas Safety renewed annually, EICR within its five-year validity
  • Test smoke and CO alarms monthly and replace batteries as needed
  • Address damp, mould, or disrepair as soon as it is reported
  • Maintain a written record of all maintenance actions with dates
  • Store copies of tenant reference checks, tenancy agreements, and written occupation terms

The Brent landlord licensing guide includes a licence condition tracker with date-triggered reminders for every recurring compliance obligation, from annual gas checks to quarterly rent statement requirements.
