Bristol Property Licensing Register: How to Check If a Property Is Licensed

The Public Register Exists — But It Has Limitations

Bristol City Council maintains a public register of all currently licensed properties under Section 232 of the Housing Act 2004. The register includes property and licence information, landlord and managing-agent names and addresses, and permitted HMO occupancy. The online search does not display landlord or agent names and addresses; you can request those details from the council by email. Anyone can search the online register — tenants checking a property's status, prospective buyers assessing it, or landlords verifying their own listing.

The register is searchable through Bristol City Council's online Pinpoint system. The property-licensing portal at property-licensing.bristol.gov.uk is used to check licensing requirements and make applications. The register is not always straightforward to use, and the data has known limitations.

Using the Address Checker

Bristol's licensing portal includes an address lookup tool to help determine whether a specific address falls within a licensing designation. To check whether a licence is currently held, use the council's Pinpoint register.

Enter the full address and the system matches it against the council's municipal gazetteer. For houses, this is usually unambiguous. For multi-unit buildings, you need to select the specific flat or unit — searching for "14 Cotham Road" when the licence covers "Flat 2, 14 Cotham Road" won't return the right result.

The address checker is most useful for confirming scheme coverage. It will tell you whether an address is in a selective licensing ward, an additional HMO area, or outside any local designation. In Pinpoint, a house icon marks a property with a licence; select it to view the licence information.

Application References and Public Register Searches

After the council migrated to its updated portal in February 2025, applications use WK/ prefix reference numbers for tracking. Use your council account and confirmation email to follow an application; the public register is searched by property address in Pinpoint.

For an older application or a record you cannot find, contact the council with the property address and any reference number you have.

What the Register Shows — and What It Doesn't

The online register shows current licences and the property information, including permitted HMO occupancy. It does not display the licence holder's or managing agent's name and address; request those details from the council by email. The licence information includes grant and expiry dates.

What it doesn't show:

  • Pending applications: A property with a duly-made application in progress won't appear as licensed until the council issues the grant. The landlord is lawfully operating during this period, but the register won't confirm it.
  • Historical licences: Expired or revoked licences may not remain visible on the current register.
  • Compliance status: The register confirms a licence exists, not whether the landlord is meeting all licence conditions. A property can be licensed and still in breach of condition requirements.

When the Register Matters

For tenants: Checking the register is the first step toward a rent repayment order. If a property doesn't appear and the landlord can't produce a duly-made application receipt, the tenant may have grounds to apply to the First-tier Tribunal; the 24-month maximum applies to qualifying offences committed on or after 1 May 2026.

For buyers: Before purchasing a tenanted investment property in Bristol, check the register. Licences are non-transferable — when a property is sold, the existing licence terminates and the buyer must apply for a new one. Knowing the current licensing status tells you what obligations start immediately on completion.

For landlords: Verify your own entry is correct. Errors on the register — wrong names, wrong addresses, incorrect occupancy limits — can be corrected by contacting [email protected].
