Camden Landlord Licensing: Which Licence Does Your Property Need?

If you own a rented property in Camden and you're not sure whether you need a licence, you're in the right place. Camden runs some of the strictest property licensing rules in London, and the penalties for getting it wrong — up to £40,000 per offence plus the risk of a rent repayment order — mean you can't afford to guess.

Which Licensing Schemes Apply in Camden?

Camden operates two active licensing schemes for private landlords:

Mandatory HMO licensing applies borough-wide and nationwide. If your property is occupied by five or more people forming two or more separate households who share facilities like a kitchen or bathroom, you need a mandatory HMO licence. This is a permanent statutory obligation under Part 2 of the Housing Act 2004.

Additional HMO licensing is Camden's own borough-wide scheme, renewed in December 2025 and running until December 2030. It catches smaller shared properties that mandatory licensing misses — specifically, properties occupied by three or four people forming two or more households. It also covers section 257 converted blocks of flats where fewer than half the flats are owner-occupied.

Selective licensing does not currently exist in Camden. If your property is let to a single household, you do not need a property licence in Camden as of October 2026. Other London boroughs do run selective schemes, so if you own across borough boundaries, check each council separately.

How to Tell Which Licence You Need

Start by counting the people living in your property and working out how many separate households they form. Under the Housing Act 2004, a household means people related by blood, marriage, civil partnership, cohabitation, adoption, foster relationships or step-relationships. Two friends sharing a flat are two households. A couple and their children are one.

  • 5+ people, 2+ households, sharing amenities → mandatory HMO licence
  • 3–4 people, 2+ households, sharing amenities → additional HMO licence under Camden's scheme
  • Converted block of flats, pre-1991 building regs, fewer than 50% owner-occupied → additional licence (section 257)
  • Single household, no HMO characteristics → no licence needed in Camden

Purpose-built flats in blocks of three or more self-contained units are exempt from mandatory licensing — but Camden's additional scheme still catches them if they meet the occupancy thresholds.

What Happens If You Don't Have a Licence

Camden's enforcement team actively cross-references council tax records, electoral rolls and utility data to identify unlicensed properties. If you're caught operating without a licence:

  • Civil penalty notices of up to £40,000
  • Criminal prosecution with unlimited fines on conviction
  • Rent repayment orders — for qualifying offences committed on or after 1 May 2026, tenants can seek up to 24 months of rent through the First-tier Tribunal
  • Listing on the Mayor of London's rogue landlord database

The financial exposure dwarfs the cost of getting licensed. Camden's standard licence fee is £1,570 for a five-year licence, with a £100 discount if you hold LLAS or NRLA accreditation.

Key Exemptions

Not every property with multiple occupants needs a licence. Statutory exemptions under Schedule 14 of the Housing Act 2004 include:

  • Resident landlords with no more than two lodgers
  • Properties managed directly by a university under an approved code of practice
  • Social housing managed by registered providers or local authorities

Private student accommodation providers who let directly to students without university management do still need a licence.

Next Steps

Check the Greater London Authority Property Licence Checker to confirm your property falls within Camden's administrative boundary — postal codes near Islington, Westminster or Barnet borders can be misleading. Then count your occupants and households to identify which scheme applies.

If you want a structured walkthrough of the entire process — from working out which licence applies through document preparation, portal submission, fees and post-grant conditions — the Camden Landlord Licensing Guide covers every step with dated checklists you can print and follow.
