Croydon HMO Room Sizes and Standards: Minimum Areas, Amenities and Ceiling Heights
National Minimum Room Sizes
The Licensing of Houses in Multiple Occupation (Mandatory Conditions of Licences) (England) Regulations 2018 set national floor area minimums for all licensed HMOs. These apply to every HMO in Croydon — mandatory and additional:
| Room type | Minimum usable area |
|---|---|
| Single room (1 occupier aged 10+) | 6.51 m² |
| Double room (2 occupiers aged 10+) | 10.22 m² |
| Child room (1 occupier under 10) | 4.64 m² |
Any room below 4.64 m² cannot be used as sleeping accommodation at all. The council's licence conditions specify maximum occupancy per room based on these measurements.
The 1.5-Metre Ceiling Rule
Floor area where the ceiling height falls below 1.5 metres (5 feet) does not count toward minimum room sizes. This is critical in loft conversions and rooms with sloped ceilings — a room might measure 8 m² total but only have 5.5 m² of usable space above the height threshold.
When drawing your dimensioned floor plans for the licence application, you must show both the total room dimensions and the ceiling heights, with any sub-1.5m areas clearly excluded from the habitable area calculation.
Croydon's Local Bedsit Standards
Beyond the national minimums, Croydon sets local amenity standards for bedsit-style HMOs:
| Bedsit type | 1 person | 2 persons |
|---|---|---|
| Kitchen inside, shared bathroom | 13.50 m² | 18.50 m² |
| En-suite, shared kitchen | 12.50 m² | 17.50 m² |
| Shared kitchen and shared bathroom | 10.00 m² | 15.00 m² |
These are larger than the basic bedroom minimums because the bedsit's internal facilities — cooking space or en-suite area — are included in the total measurement. A single-person bedsit with an internal kitchen must provide enough space for both sleeping and cooking within the 13.50 m² footprint.

Kitchen Standards
Croydon requires one complete set of cooking facilities for every five occupants. A complete set means:
- A four-ring hob with oven and grill
- A sink with constant hot and cold water
- A refrigerator with a freezer compartment
- At least four electrical sockets
- Adequate food storage cupboards
- A mechanical extractor fan
- A fire blanket mounted near the cooker
Shared kitchens must measure at least 6.00 m² for up to five people. Properties housing six to ten occupants need either a second kitchen or a significantly larger single kitchen with two complete sets of appliances.
Bathroom and WC Standards
The minimum ratio is one bathroom or shower room and one separate WC with a wash hand basin for every five occupants. All bathrooms must be heated and mechanically ventilated.
For properties with higher occupancy, these ratios must be maintained proportionally. A 10-person HMO needs at least two bathrooms and two WCs.
Overcrowding and Licence Conditions
The council's HMO licence specifies maximum occupancy numbers for the property and for individual rooms. Allowing more people to live in the property than the licence permits is a separate offence — "permitting overcrowding of an HMO" under Section 72(2) of the Housing Act 2004. Croydon's enforcement policy sets a starting fine of £20,000 for this offence, with a statutory maximum of £40,000.
If a room is found to be undersized during an inspection, the council can impose a condition prohibiting its use as sleeping accommodation until it meets the minimum standard.
Floor Plans for the Application
Your dimensioned floor plans are the council's primary tool for verifying room standards. They need to show:
- Room dimensions in square metres (length × width)
- Ceiling heights, with sub-1.5m zones clearly marked
- Room usage labels (bedroom, kitchen, bathroom, living room)
- Location of cooking and bathroom facilities
- Fire door and alarm positions
Inaccurate floor plans are one of the most common causes of application delays and licence condition disputes. Measure carefully, and remember that the council may verify measurements during a physical inspection.
