Documents Needed for a Liverpool Landlord Licence Application
The Non-Negotiable Certificates
Liverpool's LAR portal won't process your application without valid safety documentation uploaded in PDF format. Expired, incomplete, or illegible files get the application rejected — not queued, not flagged for follow-up, just rejected. Here's what you need and when it needs to be current.
Gas Safety Certificate (CP12) — required for every property with a fixed gas appliance. Inspected annually by a Gas Safe registered engineer. Must be current at the point of submission and stay current throughout the licence term. If your gas certificate expires two months after you submit, the council may request an updated one before granting the licence.
Electrical Installation Condition Report (EICR) — required for all private rented properties under the Electrical Safety Standards in the PRS (England) Regulations 2020. Valid for five years, and the report must show a "satisfactory" outcome. An EICR with a C3 observation (improvement recommended) is still satisfactory. A C1 (danger present) or C2 (potentially dangerous) result means remedial work first, new EICR, then apply.
Energy Performance Certificate (EPC) — valid for 10 years, with a minimum rating of E for legal letting. For a property that also meets the new-rental criteria, an EPC rating of C or above qualifies for a £64 discount on the selective licence fee under the current scheme. If you're close to C and the property needs only minor improvements (LED lighting, loft insulation top-up), getting the upgrade before applying saves money over the licence cycle.
Additional Documents for HMO Applications
Mandatory HMO licences (five or more occupants, two or more households) require everything above plus:
Scaled floor plans — drawn to scale with room dimensions, intended uses, and fire escape routes clearly marked. These need to be accurate. If the council inspects and the layout doesn't match the plans, the licence can be varied or the application reconsidered.
Written fire risk assessment — reviewed annually, covering common parts and escape routes. For multi-storey HMOs, this should address the fire detection system (mains-powered interlinked alarms to BS 5839-6), fire doors, emergency lighting, and escape route clearance.
Declarations, Not Just Documents
The LAR portal also requires several declarations that aren't document uploads but are equally essential:
Fit-and-proper person declaration — both the proposed licence holder and any named manager must declare whether they've committed specified offences (fraud, violence, drugs, sexual offences, housing law contraventions, discrimination) or been subject to adverse findings by any local authority. An affirmative disclosure doesn't automatically disqualify you, but it triggers additional vetting. Providing a false declaration is a separate offence; civil penalties can reach £40,000 for offences committed on or after 1 May 2026.
Interested parties notification — you must confirm that all interested parties (mortgage lenders, co-owners, long leaseholders, any managing agent) have been notified of the application. The application isn't legally "duly made" without this confirmation, which means you don't have the legal protection of having a pending application.
Written tenancy terms — confirmation that tenants have been given a written statement of tenancy terms, as required under the Housing Act 1988 (and now the Renters' Rights Act 2025).

Ongoing Document Requirements
Licensing isn't a one-time paperwork exercise. The licence conditions require you to keep documents current throughout the five-year term:
- Renew the gas safety certificate annually and supply a copy to the council
- Replace the EICR before it expires (every five years)
- Maintain functional smoke alarms on every storey and carbon monoxide alarms in every room with a fixed combustion appliance
- For HMOs: keep monthly fire alarm test logs
The council can request evidence of any of these at any point during the licence term, and non-compliance is a licence condition breach — carrying a civil penalty of up to £40,000 for offences committed on or after 1 May 2026.
Getting Your Documents in Order
The most efficient approach is to schedule all inspections in the same window, a few months before you plan to submit. A gas engineer and an electrician can often attend the same property on the same day. Order the EPC separately — it's valid for 10 years, so you may already have a current one.
