Ealing EICR and Gas Safety Certificate Requirements for Landlords
Two safety certificates sit at the heart of every Ealing property licence application — the Electrical Installation Condition Report and the Gas Safety Certificate. Getting either one wrong is one of the fastest ways to trigger the council's 14-day rejection window and lose your Part A fee.
Gas Safety Certificate (CP12)
Every rented property in Ealing with gas appliances needs an annual gas safety check by a Gas Safe registered engineer. The certificate must be less than 12 months old at the time you submit the licence application and must cover all appliances, flues and pipework in the property.
The certificate must show no unresolved "At Risk" (AR) or "Immediately Dangerous" (ID) findings. If either code appears, Ealing requires an invoice from a Gas Safe registered contractor confirming that the work has been completed. A certificate with an outstanding AR or ID code and no evidence of completed work will fail Ealing's administrative check.
You are required to give a copy of the current gas safety record to every tenant within 28 days of the check, and to any new tenant before they move in.
Electrical Installation Condition Report (EICR)
The EICR must be less than five years old, carried out by a qualified and competent electrician. Ealing's licensing officers look for one specific thing on the report: the overall assessment must say "Satisfactory."
Any Code C1 (danger present) or Code C2 (potentially dangerous) defect must be resolved by a qualified electrician and the report updated to "Satisfactory" before you submit. A C3 code (improvement recommended) does not make the report unsatisfactory, but the council may attach it as an advisory licence condition.
Check every page of the report. Some multi-circuit properties have individual circuit assessments that differ from the summary page — if any circuit shows C1 or C2, the overall report is not satisfactory regardless of what the summary says.

Common Rejection Traps
Wrong property address on the certificate. If the certificate address does not match the property address in the application, the council treats it as missing.
Expired certificate at the time of submission. A gas certificate dated 13 months ago does not meet the 12-month requirement, even if it was valid when the tenancy started.
"Further investigation required" notes. If the electrician writes that further investigation is needed on any circuit, the EICR is incomplete. Get the investigation done and the report finalised before submitting.
