Ealing Licence Application Documents and Floor Plan Requirements

The single biggest reason Ealing licence applications fail is missing documents. The council gives you 14 days to fix gaps after submission — and if you miss that window, the application is rejected and the Part A fee is gone. Assembling the full file before you open the portal reduces the risk of losing that payment.

Gas Safety Certificate (CP12)

A Gas Safe registered engineer must inspect every gas appliance, flue and pipework in the property within the last 12 months. The certificate must show no unresolved "At Risk" or "Immediately Dangerous" findings. If either code appears, Ealing requires an invoice from a Gas Safe registered contractor confirming that the work has been completed. Required for all three licence types: mandatory HMO, additional HMO and selective.

Electrical Installation Condition Report (EICR)

The EICR must be less than five years old, carried out by a qualified electrician, and explicitly marked "Satisfactory" on every page. Any Code C1 (danger present) or Code C2 (potentially dangerous) defects must be resolved and the report updated before you submit. Required for all three licence types.

Energy Performance Certificate (EPC)

The property needs a valid EPC rated Band A through Band E. Band F and G properties must either improve to at least Band E or register a valid exemption on the government's Private Rented Sector Exemptions Register. The EPC is valid for 10 years. An EPC rated A, B or C also qualifies you for a £50 discount on the Part B fee.

Floor Plans

Ealing's licence application document list includes a floor plan. Mandatory and additional HMO applications need plans showing room sizes, doors and windows, and room uses; for room-size checks, include ceiling heights, fire doors and smoke and carbon monoxide alarm positions.

Ealing Council accepts hand-drawn floor plans as long as they include these details. You do not need to pay for professional CAD drawings. Measure each room at usable floor area where the ceiling height is at least 1.5 metres — floor space under sloping ceilings below that height, chimney breasts and en-suite shower rooms are excluded from bedroom calculations.

Fire Risk Assessment

Written fire risk assessments are required for mandatory HMOs and Section 257 buildings under additional licensing. The assessment must identify fire hazards, escape routes, compartmentation and emergency protocols. Annual review is recommended. Ealing requires an Automatic Fire Detection Certificate and an Emergency Lighting Certificate for HMO applications.

Tenancy Agreement and Referencing Policy

Upload your template tenancy agreement and a written tenant reference-checking policy that demonstrates you screen for anti-social behaviour. Required for all three licence types.

Statutory Notification Proof

Before applying, you must serve formal notice on everyone with a legal interest in the property — mortgagees, freeholders, leaseholders, joint owners and managing agents. Upload dated proof of service (letters, emails with read receipts, or signed declarations).

Putting It Together

Gather every document before you open the portal. Check that each certificate shows the correct property address and falls within its validity period. Upload clear, legible scans — blurry phone photos of folded certificates are a common reason for requisition notices.

The Ealing landlord licensing guide includes a pre-submission document audit checklist tied to each scheme type, with validity periods and the exact standards Ealing's licensing officers check against.
