Gateshead Selective Licensing Areas: Every Designated Neighbourhood for 2025–2030

Gateshead Council's selective licensing scheme covers 16 Lower Layer Super Output Areas spread across 10 wards, split into two phases with different start dates. If you rent out a property in one of these neighbourhoods, you need a licence — and the boundaries run street by street, not by postcode, so assumptions based on your general area can be wrong.

Here is the full breakdown of every designated area, when each phase applies, and how to confirm whether your address falls inside a licensing zone.

Phase 1 Areas (1 June 2025 – 31 May 2030)

Phase 1 covers eight LSOAs. If your property sits in any of these neighbourhoods, licensing has been live since June 2025:

  • Bensham North / Windmill Hills
  • Bensham Central and West
  • The Avenues
  • Bensham South / Avenues North
  • Bensham West / Avenues
  • Beacon Lough East
  • Birtley / Birtley Industrial
  • Chopwell North

These are concentrated in the traditional Tyneside flat and terrace belt around Bensham and Saltwell, plus pockets in Birtley and Chopwell where private rented stock is dense.

Phase 2 Areas (1 October 2025 – 30 September 2030)

Phase 2 added another eight LSOAs four months later:

  • North Felling / Felling Shore Industrial
  • Derwentwater East
  • Derwentwater West / Racecourse Estate
  • Swalwell North / Metro Centre
  • Kelvin Grove
  • Felling Falla Park
  • Sunderland Road
  • Shipcote

Phase 2 properties have a slightly later expiry — 30 September 2030 instead of 31 May 2030.

Why LSOA Boundaries Matter More Than Postcodes

Gateshead defines its licensing zones using ONS Lower Layer Super Output Areas, not postcodes or ward boundaries. Each LSOA contains roughly 400–1,200 homes, and the borders follow demographic clusters rather than streets. That means two houses on the same road — even odd and even numbers — can sit in different LSOAs with different licensing requirements.

You cannot rely on a postcode lookup. The council's online address checker is the only reliable way to confirm whether a specific property falls inside a designated area. Enter your full address at gateshead.gov.uk and the tool confirms which scheme applies (if any).

What Happens If Your Property Is in a Designated Area

A single-family let, a property rented to one person, or a couple's home inside any of the 16 LSOAs requires a selective licence. Shared houses with three or four occupants from two or more households in those same areas need an additional HMO licence instead (the additional scheme displaces the selective one). Properties with five or more occupants need a mandatory HMO licence regardless of location.

For offences committed from 1 May 2026, letting without the correct licence can result in a civil penalty of up to £40,000 and a rent repayment order covering up to 24 months of rent. Offences committed before that date remain subject to the previous £30,000 civil-penalty and 12-month rent-repayment limits.

Checking Your Address and Next Steps

Start with the council's address checker, then work through the scheme decision: mandatory HMO first, then additional HMO, then selective. The application runs through the MetaStreet portal at gateshead.metastreet.co.uk, where you create a "My Gateshead Account" and submit documents and fees online.

If you want every step mapped out — from confirming your LSOA to uploading your documents and securing fee discounts — the Gateshead Landlord Licensing Guide walks through the entire process with the current fees, deadlines and licence conditions for every scheme.
