Hammersmith and Fulham Selective Licensing Streets: The Full List for 2026–2027
If you rent out a non-HMO property on one of 24 specific streets in Hammersmith and Fulham, you need a selective licence — even if it's let to a single person or a couple. For offences committed on or after 1 May 2026, the civil penalty can reach £40,000; the previous maximum was £30,000.
Which Streets Require a Selective Licence?
The London Borough of Hammersmith and Fulham (LBHF) designated 24 roads under its selective licensing scheme. The current designation runs from 5 June 2022 to 4 June 2027. Here is the full list:
- Askew Road
- Baron's Court Road (added 2022)
- Bloemfontein Road
- Blythe Road (added 2022)
- Coningham Road (added 2022)
- Crookham Road (added 2022)
- Dalling Road
- Dawes Road
- Fulham Road
- Goldhawk Road
- Greyhound Road (added 2022)
- King Street
- Lime Grove
- New King's Road
- North End Road
- Richmond Way (added 2022)
- Scrubs Lane
- Shepherd's Bush Road
- Sinclair Road (added 2022)
- Talgarth Road
- Uxbridge Road
- Wandsworth Bridge Road (added 2022)
- Wood Lane
- Woodstock Grove
Eight streets were added when the council renewed the scheme in 2022. The previous scheme (2017–2022) covered 128 streets, so the current designation is much narrower — but the penalty for missing it is the same.
Who Needs the Licence?
On these 24 roads, every privately rented property needs a selective licence if the tenants form a single household or include two unrelated sharers. That means:
- A flat let to one person — licence required
- A house let to a couple — licence required
- A property let to two friends sharing — licence required
Once a property has three or more occupants from two or more households who share facilities, it shifts into the additional HMO licensing scheme (borough-wide). Five or more such occupants usually trigger mandatory HMO licensing, except purpose-built flats in blocks of three or more self-contained flats, which fall under additional licensing. These HMO schemes apply regardless of street.
What About Boundary Streets?
Several designated roads — Goldhawk Road, Uxbridge Road, North End Road — cross into neighbouring boroughs. Selective licensing applies strictly to the addresses that fall within LBHF's boundaries. If you're unsure whether a specific property sits inside the borough, use the council's online address checker before applying.

The Licence Costs £755
The selective licence fee is £755, split into two payments. Part 1 (£377.50) is non-refundable and covers processing. Part 2 (£377.50) covers enforcement and is paid before the licence is issued. If you hold accreditation through the London Landlord Accreditation Scheme or the NRLA, you can claim an £80 discount.
When Does the Scheme Expire?
The current designation expires on 4 June 2027. LBHF will need to consult and re-designate if it wants to continue. If you hold a valid licence at expiry, the licence itself still runs for five years from its grant date — the scheme expiry doesn't cut your licence short.
Landlords should submit applications well ahead of the deadline. If the council decides to renew the scheme, there will be a consultation window, but leaving the application until the final months creates unnecessary risk.
What Happens If You Don't Apply?
Operating without a licence on a designated street is an offence under Section 95 of the Housing Act 2004. For offences committed on or after 1 May 2026, LBHF can issue a civil penalty of up to £40,000; the previous maximum was £30,000. It can also prosecute through the magistrates' court. On top of that, tenants can apply for a rent repayment order covering up to 24 months of rent for qualifying offences committed on or after 1 May 2026. The maximum for offences committed before that date is 12 months' rent.
