Healthy Homes Standards Deadline NZ: 1 July 2025 and What Happens Now
The Deadline Has Passed
As of 1 July 2025, every private residential rental property in New Zealand must fully comply with all five Healthy Homes Standards. The phased compliance timeline — which tied initial deadlines to when tenancies started or renewed — is finished. No more rolling windows. No more 90-day or 120-day grace periods triggered by new tenancy agreements.
The current position is simple: if a property is rented under a tenancy agreement governed by the Residential Tenancies Act 1986, it must meet the heating, insulation, ventilation, moisture ingress and drainage, and draught stopping standards right now.
The Phased Timeline That Got Us Here
The rollout was staggered by property type:
| Category | Compliance Deadline |
|---|---|
| Boarding houses | 1 July 2021 |
| Kāinga Ora and registered community housing providers | 1 July 2024 |
| Private rentals (new or renewed tenancies, 90-day window) | 1 July 2021 – 27 August 2022 |
| Private rentals (new or renewed tenancies, 120-day window) | 28 August 2022 – 2 March 2025 |
| All private rentals (universal deadline) | 1 July 2025 |
Before 1 July 2025, a landlord with an existing tenancy that had not been renewed might have argued the compliance window had not yet been triggered. That argument no longer exists. The universal deadline applies regardless of when the tenancy started.
No Grace Period for Property Buyers
If you purchase a rental property that does not meet the Healthy Homes Standards, there is no buyer's grace period: liability begins upon taking possession and entering into a residential tenancy agreement. There is no 90-day window to bring the property up to standard and no transitional exemption for ownership changes.
The moment you enter into a tenancy agreement as the landlord, the property must comply. Due diligence before purchase should include checking Healthy Homes compliance the same way you would check the building report, LIM, and title.
Requesting the existing landlord's compliance statement, evidence file, and any exemption documentation before settlement gives you a clear picture of what you are inheriting.

Enforcement Is Active
The Tenancy Compliance and Investigations Team (TCIT) within MBIE has the power to audit properties and bring Tribunal proceedings independently of any tenant complaint. They do not need to wait for a tenant to raise the issue.
Tenants can also apply directly to the Tenancy Tribunal. The application fee is $29 (from 1 July 2026). During the August to October 2026 priority pilot, the Tribunal gave Priority 2a status to severe health and safety cases — including significant mould, water ingress, and structural hazards that often overlap with Healthy Homes failures.
Failure to meet the standards carries exemplary damages of up to $7,200. Failure to include the required signed compliance statement carries up to $750; a statement the landlord knows is false or misleading carries up to $900.
What to Do If You Are Not Compliant
There is no legal basis for waiting. The deadline has passed and enforcement continues. The practical steps:
- Run the MBIE Heating Assessment Tool for your main living room and confirm your heater meets the required output
- Inspect ceiling and underfloor insulation against your climate zone's R-value requirements
- Check kitchen and bathroom extraction — fans must vent outdoors through compliant ducting
- Confirm gutters, downpipes, and subfloor moisture barrier are functional
- Seal unreasonable gaps and block or fit draught stoppers on open fireplaces
- Complete a Healthy Homes Compliance Statement and attach it to each new, renewed, or varied tenancy agreement as required
- Build and maintain your evidence file
The NZ Healthy Homes compliance guide structures these steps into a single workflow with the measurement sheets, evidence checklists, and compliance statement instructions you need.
