HMO Room Sizes and Physical Standards in Scotland

Scotland Doesn't Use England's Mandatory Room Sizes

If you have read about HMO room sizes elsewhere, you have probably seen the 6.51 m² single and 10.22 m² double thresholds. Those come from the Licensing of HMOs (Mandatory Conditions) (England) Regulations 2018 and do not apply in Scotland.

Scottish councils assess room suitability under section 131 of the Housing (Scotland) Act 2006, which gives them discretion to evaluate the total usable space, shape, and layout of each room. There are no nationally mandated minimum square-metre figures written into Scottish statute. Instead, each council publishes its own amenity standards.

That said, most Scottish councils work from broadly similar benchmarks. Aberdeen and Dundee both publish specific minimum floor areas — typically around 6.5 m² for a single bedroom and 10.5 m² for a double.

What Inspectors Measure

Council inspectors from the Environmental Health or HMO team visit the property before granting a licence. They check usable floor space; local standards typically require a ceiling height of 2.25 metres over at least half the room area, and reduced headroom under sloping eaves may be excluded from usable space.

Bedrooms need enough space for a bed, wardrobe, desk, and chair appropriate to the number of occupants. A room that technically meets a minimum area but cannot physically fit the furniture is likely to fail.

Inspectors may also assess natural lighting and ventilation. Check the local council's amenity standard for the requirements that apply to your property.

Kitchen Standards

Shared kitchens must provide enough cooking and preparation space for the number of occupants. The general benchmark is a cooker with four rings, a grill, and an oven for each five occupants. Check the local council's standard for the facilities required for larger groups.

Adequate food storage and worktop preparation space are part of the assessment. Check the local council's standard for the required cupboard space, sinks, and refrigeration provision.

The kitchen must also meet fire safety standards — a heat alarm (not a smoke alarm) on the ceiling, a fire blanket near the cooker, and no escape route running through the kitchen if it can be avoided.

Bathroom and Sanitary Ratios

The core ratio across Scottish councils is one WC and one personal washing facility (bath or shower) per five occupants. For a three-person HMO, one bathroom with a WC, basin, and shower or bath is sufficient. At six occupants, the benchmark calls for a second WC and personal washing facility.

WCs must be located no more than one floor away from bedrooms. They cannot require going outside to access.

Physical Fittings and Safety Features

Beyond room dimensions, inspectors check specific fittings that cause a surprising number of failures.

Council inspection checklists may specify window restrictors and bedroom door locks; check the required fittings and specifications for your property. FD30 fire doors with self-closing devices are part of the fire-safety framework, and should close fully into the frame from any open position.

Emergency lighting must be installed along internal escape corridors and stairwells where natural light is insufficient. Communal areas need to be kept clear and unobstructed, with the HMO licence displayed prominently in the hallway.

How to Prepare Before the Inspector Arrives

Walk through every room with a tape measure and check the usable floor area yourself. Note any sloped ceilings that reduce usable headroom. Count your sanitary facilities against the occupant number. Check that every required fire door closes fully and that any other council-required fittings work as intended.

The Scotland HMO Licensing Guide includes a room-by-room pre-inspection audit checklist that matches what council inspectors actually measure, covering dimensions, fittings, and fire safety in one document you can take through the property.
