HMO Waste Management in Hammersmith and Fulham: What Your Licence Requires

Why Waste Is a Licence Condition

The Licensing of Houses in Multiple Occupation (Mandatory Conditions of Licences) (England) Regulations 2018 introduced a national waste-disposal requirement for licensed HMOs. LBHF's HMO standards require adequate internal and external refuse and recycling storage away from circulation areas, with arrangements that follow borough collection schedules.

This is not optional housekeeping advice. Failing to meet the waste conditions is a breach of the licence, and repeated breaches can lead to enforcement action, civil penalties or licence revocation.

What the Licence Conditions Require

The borough's HMO waste standards require:

Adequate refuse and recycling storage. Provide internal and external storage suited to the property and keep it away from circulation areas. Follow LBHF's collection schedule.

Clear tenant instructions. A short written waste plan is a practical way to help tenants use the right bins and follow the collection schedule.

External storage away from circulation areas. In terraced properties and conversions common across W6, W12, W14 and SW6, front-of-property storage may be the only option; keep the arrangement clear and consistent with the HMO standards.

Fly-tipping. LBHF considered recorded fly-tipping incidents when selecting its 24 selective licensing streets. Keep waste arrangements clear and report illegal dumping through the council's usual channels.

The Practical Challenges in Hammersmith and Fulham

Many HMO properties in the borough are Victorian terraces or Edwardian conversions with limited outdoor space. The bin storage area that worked for a single-family home does not scale to five or six occupants, and councils across London are increasingly strict about wheelie bins left on pavements.

For properties on the 24 selective licensing streets — many of them busy thoroughfares like North End Road, Uxbridge Road and Goldhawk Road — the combination of high foot traffic and limited frontage makes waste management a visible issue. Complaints from neighbours about overflowing bins are one of the most common triggers for an enforcement inspection.

What to Do in Practice

Start with the basics: adequate bin capacity, clear written guidance for tenants, and a schedule matching LBHF's collection days. Check the collection calendar on the council website for your specific street — not every area has the same collection day.

If the property lacks outdoor bin storage, contact the council to ask what arrangements are available. Some landlords use a private waste collection service alongside the council service.

At every tenancy changeover, reset the waste arrangements: show the new tenants where the bins are, hand over the written scheme, and check that bins are in usable condition.

The Hammersmith and Fulham Landlord Licensing Guide covers waste obligations within its licence-conditions breakdown and includes the document-readiness tracker where waste arrangements are one of the items to verify before applying.
