Hounslow HMO Fire Safety Requirements: EICR, Gas Safety and Alarm Standards
Fire safety documentation is the heaviest part of an HMO licence application in Hounslow. Missing or defective certificates are the most common reason applications stall, and the standards are specific enough that getting the wrong type of report — or one that is technically correct but does not meet the council's format — costs you time and money.
Gas Safety Certificate
Every HMO with gas appliances needs an annual Gas Safety Certificate issued by a Gas Safe registered engineer. The certificate must cover every gas appliance in the property: boiler, hob, oven, gas fire, and any gas water heater.
The certificate must be current at the date of application and renewed annually throughout the licence period. Hounslow's licence conditions require annual gas safety checks, and the report must be available to the council on request.
Electrical Installation Condition Report (EICR)
The EICR must be no more than five years old and show a satisfactory overall classification. This is non-negotiable: any C1 (danger present) or C2 (potentially dangerous) observations must be remedied and satisfactory evidence provided before submission.
Under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, the EICR is a legal requirement for all private rented properties, not just HMOs. But for licensing, the council specifically checks the report classification during the application review. An EICR showing "unsatisfactory" with outstanding C1/C2 codes does not meet the council's stated requirement for a satisfactory report.
C3 observations (improvement recommended) do not prevent a satisfactory classification and do not need to be addressed before submission, though the council may reference them in licence conditions.
Fire Alarm Test Certificate — BS 5839
Hounslow requires an annual fire alarm inspection report to BS 5839 standards for Grade A or Grade D hardwired fire detection systems. The research does not establish which grade is required for a particular HMO size or layout, so check the council's HMO standards and fire risk assessment before choosing a system.
The report must confirm that the system meets the applicable grade. A certificate simply confirming "smoke alarms present and working" does not meet the BS 5839 standard.

Emergency Lighting — BS 5266
Where emergency lighting is fitted — required for complex internal layouts, common stairwells, and section 257 converted blocks — the system needs an annual test report to BS 5266 standards.
Not every small HMO needs emergency lighting. The fire risk assessment determines whether the escape routes, stairwells and communal areas require it. Properties with straightforward layouts and short, well-lit escape routes may not need a dedicated emergency lighting system, but the fire risk assessment must explicitly address this.
Fire Risk Assessment
A written fire risk assessment under the Regulatory Reform (Fire Safety) Order 2005 must be completed for every HMO. This document details escape routes, compartmentation between units, alarm coverage, fire door specifications and any remedial actions needed.
The fire risk assessment is not the same as a fire alarm certificate — it is a comprehensive evaluation of the property's fire safety, not just a check that the alarms work. For a small shared house, a competent landlord can prepare one using published templates, but for larger or more complex properties, a specialist assessor is advisable.
The assessment should be reviewed and updated whenever the property layout changes, the occupancy increases, or physical alterations are made to escape routes.
Getting the Documents Right First Time
The most expensive mistake is submitting an application and then discovering a certificate does not meet the council's standards. The £1,608 base fee is non-refundable even if your application fails, so verifying every document before you log into the portal is critical.
The Hounslow Landlord Licensing Guide includes a document assembly checklist that specifies the exact standard, validity period and format requirements for each certificate, so you can check everything before starting the online application.
