How to Apply for an HMO Licence in Hounslow Without a Consultant

You do not need a consultant to apply for an HMO licence in Hounslow. The application is administrative, not legal — you are filling in an online form, uploading safety certificates and paying a fee. What makes it difficult is not the complexity of any single step but the number of documents you need to assemble before you start, the specific formats the portal requires, and the fact that the council's own guidance is scattered across multiple PDFs and web pages rather than presented as a single workflow.

A licensing consultant charges £300 to £500 plus VAT to manage the portal submission, on top of the council's £1,608 base fee. For a landlord with one or two properties, that consultant fee often exceeds the annual rental margin the licence is supposed to protect. Here is what the application actually involves, so you can decide whether you need someone else to do it.

Step 1: Determine Which Licence Your Property Needs

Hounslow runs two HMO licensing schemes:

Additional HMO licensing (borough-wide, 11 December 2025 to 10 December 2030): applies to properties occupied by three or four persons forming two or more households who share basic amenities. This is the scheme that catches most small shared houses in Hounslow — a three-bedroom flat let to three unrelated professionals triggers it.

Mandatory HMO licensing (national, permanent): applies to properties occupied by five or more persons forming two or more households who share basic amenities. This is the national threshold that applies everywhere in England.

Hounslow's additional scheme also covers certain Section 257 converted blocks where the building and all its self-contained flats are under the same ownership or effective single control; check this separately from the occupant-count thresholds.

There is no selective licensing in Hounslow, so an ordinary property let to a single household (a family or a couple) does not need a property licence; qualifying Section 257 converted blocks are assessed separately.

The distinction matters because the application form, the fees and some of the conditions differ. Most self-managing landlords with a shared house of three or four sharers are applying under the additional scheme.

Step 2: Assemble the Documents Before You Touch the Portal

The portal requires you to upload everything in one session. If you start the application without having every document ready, you risk a timeout or a partial submission that the council treats as incomplete.

Safety certificates:

  • Gas Safe certificate (current — within 12 months)
  • Electrical Installation Condition Report (EICR) — must be within five years and show no uncorrected C1 or C2 defects (a "satisfactory" overall rating is not enough if individual defects are flagged)
  • BS 5839 fire alarm test reports
  • BS 5266 emergency lighting certificates
  • Written Fire Risk Assessment (FRA)

Property documents:

  • Dimensioned floor plans showing room measurements and ceiling heights
  • Current written tenancy or management agreements

Application information:

  • Proposed licence holder and manager details (if different)
  • Fit-and-proper declarations for relevant individuals
  • Proof of active accreditation, if claiming the discounted fee

Gather all of these before you open the portal. Check each certificate is current, each floor plan shows measurements in the format the portal expects, and the EICR specifically shows no uncorrected C1 or C2 defects — not just an overall pass.

Step 3: Measure Rooms Against Hounslow's Local Standards

The statutory bedroom minimums are 6.51 m² for one occupant aged 10 or older and 10.22 m² for two occupants aged 10 or older. Hounslow's local room-size standards depend on occupancy and whether there is separate living space:

  • One occupant: 6.5–10.2 m² with separate living space, or 9–12 m² without
  • Two occupants: over 10.2 m² with separate living space, or over 12 m² without
  • Child under 10: statutory minimum 4.64 m²; counted as a single occupant under Hounslow's local standards
  • Bedroom with its own kitchen facilities: 10.5–14 m² for one occupant, or over 14 m² for two

The council may inspect to verify room measurements. Its draft licence specifies proposed occupancy limits and conditions; the applicant and interested parties have at least 14 days from service to make written representations about the draft. Measure every room before you apply — you do not want to discover a room is undersized after the council inspector visits.

Step 4: Calculate the Fee

The fee structure is:

  • Standard base fee: £1,608 per property
  • Accredited rate: £1,509 (if you hold London Landlord Accreditation Scheme or equivalent)
  • Per-household surcharge: £25 per household
  • Optional room measurement service: £32 per room (if you want the council to measure instead of providing your own floor plans)

Work out the total before you submit. The portal asks for payment during the application, and the council does not refund the fee if it refuses your application.

Step 5: Complete the Portal Application

Hounslow's licensing portal is an online form. It asks for:

  • Property address and identification
  • Proposed licence holder details
  • Manager details (if different from the licence holder)
  • Property description (number of storeys, rooms, current and proposed occupancy)
  • Safety certificate uploads
  • Floor plan uploads
  • Fit-and-proper person declaration
  • Fee payment

The portal can time out if you take too long on a section. The safest approach is to prepare every answer on paper before you log in, then treat the portal session as a data-entry exercise — copying from your prepared worksheet rather than working things out live.

Step 6: Serve Section 64 Notices

As part of the application workflow, Section 64 of the Housing Act 2004 requires you to serve notice on interested parties, including mortgage lenders, freeholders and joint owners, and confirm service in the portal.

Keep a dated copy of each notice and any acknowledgement you receive.

Common Mistakes That Stall Applications

Uploading an EICR with uncorrected defects. An overall "satisfactory" rating does not mean the council will accept it. If individual C1 or C2 codes are flagged as outstanding, the portal submission may be rejected. Get the defects corrected and a clean report issued before applying.

Missing the per-household surcharge. Landlords often budget the £1,608 base fee without adding the £25 per-household surcharge. For a four-person, three-household property, that adds £75.

Quoting fees from third-party websites. Several aggregator sites list Hounslow's HMO licence fee as £1,263 or £1,730. Neither is correct. The current base is £1,608 standard, £1,509 accredited.

Not having floor plans with ceiling heights. Room measurements alone are not enough — the portal requires dimensioned floor plans that include ceiling heights. Hounslow offers an in-house room-measuring and sketch-plan service for £32 per room if you cannot provide your own scaled plans.

Do You Need a Guide?

The information above covers the outline of the process. What it does not cover — and what fills the 49 pages of the Landlord Licensing in Hounslow guide — is the field-by-field portal walkthrough, the document verification worksheets, the room measurement tracker calibrated to Hounslow's local standards, the fee calculator, the licence condition compliance log, and the Section 64 notification templates.

If you are comfortable assembling all of that from the council website yourself, you can do the application without spending anything beyond the council fee. If you want it organised into a single pre-flight workflow that you can complete offline and then submit in one portal session, the guide does that at a fraction of what a consultant charges.

Frequently Asked Questions

How long does Hounslow take to process an HMO licence application?

The council reviews the application and may inspect the property before issuing a draft licence. The applicant and interested parties then have a minimum 14-day period from service of the draft to make written representations before the council issues its final decision.

Can I let the property while the application is being processed?

Yes. Once you have submitted a valid application with the correct fee, you can continue letting the property while it is being processed. The protection applies from the date of the valid application — but the application must be complete and the fee paid. A partial submission does not provide this protection.

What happens if my property fails the room-size standards?

The council may inspect the property to verify room measurements, and the draft licence specifies proposed occupancy limits and conditions. If you disagree with a proposed limit, the applicant and interested parties have a minimum 14 days from service of the draft to make written representations.

Do I need accreditation before I apply?

No, but it saves money. The LLAS course costs £120–£200, but the discount depends on holding active membership in a recognised professional body at the time of application. That reduces the base fee from £1,608 to £1,509, a £99 saving. You can apply without accreditation and obtain it later, but the discount only applies if qualifying membership is active when you apply.
