Leeds Selective Licensing Wards: How to Check Your Property's Boundary
The Six Ward Areas
The East, South and West Leeds Selective Licensing Scheme (9 February 2026 to 8 February 2031) covers targeted streets within six wards:
- Armley
- Beeston and Holbeck
- Burmantofts and Richmond Hill
- Farnley and Wortley
- Gipton and Harehills
- Hunslet and Riverside
"Targeted streets" is the critical phrase. The scheme does not cover these wards in their entirety. Specific street-level boundaries are defined in the official designation maps and street schedules published by the Council.
Why Postcodes Are Not Enough
A postcode prefix like LS9, LS11 or LS12 spans multiple wards and includes streets both inside and outside the designation. Relying on postcodes alone can mean paying £1,100 for a licence you do not need — or assuming you are exempt when the Council considers your property licensable.
How to Run an Address Check
Leeds City Council provides an interactive GIS mapping tool through its ArcGIS platform. Enter your property's full address and check whether it falls inside the shaded designation area. The published street schedule is the backup reference — it lists every designated street by name.
If a property boundary straddles the designation line (a terrace on a boundary road, for example), the controlling factor is whether the physical residential dwelling sits inside the shaded area on the GIS map.

Ward-by-Ward Context
Armley includes terraced stock around Tong Road and Town Street. Beeston and Holbeck picks up where the expired 2020–2025 Beeston scheme left off, with some boundary adjustments. Burmantofts and Richmond Hill covers streets east of the city centre around York Road. Farnley and Wortley extends the scheme into the south-west. Gipton and Harehills overlaps with the old Harehills scheme (also expired 5 January 2025) but is not identical — check the new boundary, not the old one. Hunslet and Riverside covers pockets south of the river between the centre and Beeston.
What Happens If You Are Inside the Boundary
You need either an active selective licence or a duly made application. A duly made application requires a completed form, all supporting documents (Gas Safety Record, EICR, EPC, floor plans, fire risk assessment), and payment of the £400 Stage 1 fee. Until all three elements are in place, you are not protected from prosecution for unlicensed letting.
