Liverpool Landlord Registration: What You Need to Know
Does Liverpool Have a Landlord Register?
Liverpool does not operate a standalone landlord registration scheme like Scotland's mandatory register or Rent Smart Wales. England has historically taken a different approach — local councils use property licensing under the Housing Act 2004 rather than a central landlord register.
In practice, Liverpool's licensing schemes function as a form of registration. When you apply for a selective licence or mandatory HMO licence, the council records your name, contact details, the property address, your managing agent (if any), and your Fit and Proper Person declaration. This information goes onto the public register searchable through the LAR portal. The effect is similar to registration, but it is property-based (one licence per property) rather than landlord-based (one registration per landlord).
The Current Licensing Landscape
Liverpool runs two licensing schemes that between them cover most of the city's private rented sector:
Selective Licensing applies across 39 of the city's 64 wards. Any privately rented property in a designated ward that does not already hold a mandatory HMO licence needs a selective licence unless a statutory exemption applies. This catches single-family lets, couples, and small shared houses alike.
Mandatory HMO Licensing applies citywide. Any property occupied by five or more people from two or more households sharing facilities needs this licence, regardless of location.
If your property falls in a selective ward or qualifies as a mandatory HMO, you are effectively registered with the council through the licensing process. If your property is outside the 39 wards and houses fewer than five people, there is currently no local requirement to register with Liverpool City Council at all.
That gap is about to close.
The National PRS Database
The Renters' Rights Act 2025 introduces a national Private Rented Sector Database for England. Voluntary registration opens on 15 December 2026. Mandatory registration for Liverpool landlords begins on 15 May 2027, with a final deadline of 14 August 2027.
The PRS Database is landlord-based registration, not property-based licensing. It will apply to every privately rented property in England — including those in Liverpool that currently fall outside the selective licensing wards. A landlord with a property in one of Liverpool's 25 non-designated wards, who currently has no licensing obligation, will need to register on the national database once it launches.
The database does not replace local licensing. Liverpool's selective licensing and mandatory HMO licensing continue to operate independently under the Housing Act 2004. A landlord in a designated ward will need to hold both their local licence and their national database registration.
Landlords who miss the 14 August 2027 deadline cannot serve Section 8 possession notices under the database rules.

What Liverpool Landlords Should Do Now
If your property is in one of the 39 selective licensing wards or houses five or more people, apply for the correct licence through the LAR portal if you have not already. The selective licensing ward check confirms whether your address is in a designated area.
If your property falls outside the current licensing requirements, keep an eye on two developments:
The 2027 scheme renewal. Liverpool City Council consulted on three options for the replacement scheme starting April 2027, including a citywide designation covering all 64 wards. If the council chooses that option (the Cabinet decision is expected December 2026), every private rental in Liverpool will need a licence from April 2027.
The national PRS Database. When it goes live, registration will be mandatory regardless of local licensing status.
Our Liverpool landlord licensing guide covers the current licensing requirements in full — which licence applies, the application process, the fees and the ongoing conditions — so you can get compliant under the rules that are in force today.
