Newham Selective Licensing Wards: Which Areas Need a Licence
Newham's selective licensing scheme does not cover the entire borough. Two wards are excluded, and if your property falls in one of them, you may not need a selective or additional HMO licence at all. The catch is that postcode areas straddle ward boundaries, so an E16 address could be in a covered ward or an excluded one depending on the exact street.
The 21 Designated Wards
The following wards are covered by both selective licensing and additional HMO licensing from 1 June 2023 to 31 May 2028:
Beckton, Boleyn, Canning Town North, Canning Town South, Custom House, East Ham, East Ham South, Forest Gate North, Forest Gate South, Green Street East, Green Street West, Little Ilford, Manor Park, Maryland, Plaistow North, Plaistow South, Plaistow West & Canning Town East, Plashet, Royal Albert, Stratford, and Wall End.
If your property is in any of these wards and is privately rented, it needs a licence, subject to statutory exemptions — selective for single-family lets and properties with up to two unrelated sharers, additional HMO for three to four people from separate households who share amenities, or mandatory HMO for five or more people from two or more households who share amenities.
The 2 Excluded Wards
Royal Victoria and Stratford Olympic Park are excluded from the selective and additional licensing designations. Properties in these wards do not need a selective licence or an additional HMO licence.
Mandatory HMO licensing still applies borough-wide — so a property in Royal Victoria with five or more occupants from two or more households still needs a mandatory HMO licence. The exclusion only affects the locally designated schemes.
Why the Postcode Is Not Enough
Broad Newham postcodes — E6, E7, E12, E13, E15, E16 — each span multiple wards. An E16 property near the Royal Docks might be in the excluded Royal Victoria ward or in the covered Custom House or Canning Town South wards, depending on the street. The same applies to E15, which covers both the excluded Stratford Olympic Park ward and the covered Stratford, Maryland and Forest Gate wards.
Guessing based on postcode is risky. If you apply under selective licensing for a property in an excluded ward, you will pay the Part A fee unnecessarily. If you skip the application because you think you are excluded but you are actually in a covered ward, you are exposed to civil penalties of up to £40,000 under the Renters' Rights Act 2025 framework.

How to Check Your Exact Ward
Newham Council maintains an interactive ward boundary map and address checker on its licensing portal at newham.gov.uk/landlords-newham/rented-property-licensing. Enter your full postcode and select the exact property address. The system cross-references the address against the council's spatial database and confirms whether it falls in a designated or excluded ward.
This is the only authoritative way to determine ward status. Third-party postcode lookup tools and ward finder websites may use outdated boundary data — Newham's ward boundaries were redrawn in 2022, so older maps will mislead you.
What About Properties on a Ward Border
If a building physically straddles a ward boundary — rare, but possible for large developments near the Royal Docks — use Newham's address checker for the registered property address. The council's spatial lookup is the authoritative check for ward assignment and the licensing requirement.
The Newham Landlord Licensing Guide includes the address-first decision framework that starts with ward verification and walks through every subsequent step — from choosing the right scheme to gathering documents and submitting through the portal.
