North Ormesby Selective Licensing Expired — What Middlesbrough Landlords Need to Know

If you own a rental property in North Ormesby and you are still worrying about your selective licence, there is good news and a catch. The North Ormesby selective licensing scheme reached its statutory five-year expiry on 13 June 2026. As of 14 June 2026, landlords in North Ormesby no longer need a selective licence, and all licence conditions attached to North Ormesby selective licences have ceased.

The catch is that several third-party property compliance websites still list North Ormesby as an active designation. At least one national aggregator had not updated its records as of October 2026. Relying on these outdated sources could lead you to pay for a licence that no longer exists.

What Happened to Existing Licences?

When a selective licensing designation expires, all licences issued under it lapse simultaneously — regardless of how much time was left on an individual licence. If you paid £845 for a five-year selective licence in North Ormesby in 2024 and the scheme expired in 2026, the licence ended after two years. There is no pro-rata refund for the remaining three years.

This is how selective licensing works by statute. The licence duration is tied to the scheme's designation period, not to a fixed five-year term from the date of issue.

Is There a Successor Scheme?

As of November 2026, Middlesbrough Council has not enacted a successor selective licensing scheme for North Ormesby. The council did consult on a proposed expansion covering 18 wards (including North Ormesby) with a fee of £974, and that consultation closed in October 2026. Whether the expansion proceeds — and when — is a decision for the council.

If a successor scheme is enacted, landlords in the newly designated area will need to submit a completely fresh application and pay the full fee. Licences under the old North Ormesby scheme cannot be transferred or extended to cover a new designation.

What Obligations Remain?

The expiry of selective licensing does not mean a regulatory free-for-all. Landlords in North Ormesby remain fully subject to:

  • HHSRS inspections: the council can still inspect properties under the Housing Health and Safety Rating System and take enforcement action against Category 1 and Category 2 hazards
  • Renters' Rights Act 2025: all duties under the new tenancy framework apply — written tenancy terms, deposit protection, fitness for human habitation
  • Gas, electrical, and fire safety regulations: annual gas safety certificates, five-year EICRs, smoke and CO alarms
  • Minimum Energy Efficiency Standards (MEES): EPC Grade E or above

The only thing that has ended is the requirement to hold a selective licence and comply with the specific licence conditions (such as mandatory council tenant referencing). General housing law continues to apply as before.

If You Also Own in Newport

The two active selective licensing designations in Newport ward — Newport 2 (expires July 2028) and Newport 1 Phase 2 (expires July 2029) — are unaffected by the North Ormesby expiry. Non-exempt private lets below the mandatory HMO threshold in those designated areas still need a selective licence; properties at the mandatory HMO threshold need an HMO licence. The schemes run independently of each other.
