Oxford HMO Fire Safety Requirements: Alarms, Fire Doors and Risk Assessments

Fire Risk Assessments for Oxford HMOs

Every licensed HMO in Oxford must have a suitable and sufficient fire risk assessment. The responsible person — the landlord/licence holder or an agent with full management control — must carry it out and review it regularly, seeking help from an appropriately competent person when needed. Oxford accepts a signed self-certification at HMO licence renewal instead of requiring the full assessment each time, but may request and audit it during the licence term.

The assessment covers escape routes, fire detection systems, fire door specifications, emergency lighting, and the building's structural fire separation between units.

Oxford advises reviewing the assessment at least once a year, or when a tenancy changes if that happens sooner. You do not need to rewrite it every year. Review it when the property layout, occupancy, or fire safety installations change so it reflects the current risks.

Smoke and Carbon Monoxide Alarms

The Smoke and Carbon Monoxide Alarm (England) Regulations 2015 (as amended) set the baseline:

  • Smoke alarms: at least one working smoke alarm on every storey used as living accommodation
  • Carbon monoxide alarms: one in every room used as living accommodation containing a fixed combustion appliance, except a gas cooker — for example, a gas boiler, gas fire, or wood burner

For HMOs, Oxford's fire precautions depend on the property's layout and tenancy arrangements. Some layouts require interlinked fire detection systems; the fire risk assessment and the council's HMO amenity guide determine the appropriate grade of detection.

All alarms must be tested and confirmed functional at the start of each tenancy. The council may request alarm compliance declarations at any time during the licence term, and officers check alarm presence and condition during inspections.

Fire Doors and Escape Routes

Oxford's HMO amenity guide sets fire-door requirements by property type, storeys, and tenancy arrangement. For example, in low-risk shared houses with joint tenancies, kitchen doors must be 30-minute fire doors with heat and smoke seals and a self-closer; bedroom-door requirements vary by building height and risk. Check the guide and your licence conditions for the requirements that apply to your property.

Escape routes must be kept clear at all times. Oxford's licence conditions place the responsibility on the licence holder to ensure communal hallways, staircases, and landings are free of obstructions, stored items, and combustible materials.

Emergency lighting is required where an escape route is long or complicated, lacks effective borrowed light, or serves occupants considered vulnerable.

What Inspectors Look For

When Oxford City Council inspects an HMO, fire safety is a primary focus. Under the current Additional HMO scheme, the council says it may issue the licence before inspection, then inspect or audit once during the five-year term (more often if concerns arise). Officers check:

  • Fire detection grade matches the fire risk assessment recommendations
  • Fire-door and detection provisions match the property's layout, risk assessment, and licence conditions
  • Escape routes are clear and adequately lit
  • Carbon monoxide alarms are present in combustion appliance rooms
  • The fire risk assessment is current and addresses the actual property layout

Oxford's progress reports show that 31% of inspected properties had hazards identified. Fire hazards such as missing alarms, obstructed escape routes, or inadequate fire doors can be assessed under the Housing Health and Safety Rating System and may lead to Category 1 or Category 2 findings.

Failing an inspection doesn't automatically refuse your licence, but the council may issue conditions requiring remedial work within a specified timeframe. Ignoring those conditions can lead to prosecution with an unlimited court fine or a civil financial penalty of up to £30,000.

Our Oxford Landlord Licensing Guide includes a pre-inspection fire safety checklist built around the council's HHSRS focus areas, helping you identify and fix issues before the officer visits.
