Redbridge Change of Manager and Licence Variation: What Landlords Must Do

When a Licence Variation Is Required

A Redbridge property licence is issued to a named individual or corporate entity for a specific property. Any material change during the licence term triggers a statutory duty to notify the council within 28 days. Some changes require a formal variation application; others require a completely new licence.

Changes that need a variation application:

  • Switching the property manager or emergency contact (e.g., appointing a new letting agent as the day-to-day manager)
  • Structural alterations that affect room dimensions or fire escape routes
  • Changes to occupancy limits or the total number of households
  • Submitting a planning permission application for change of use

Changes that terminate the licence entirely:

  • Selling the property to a new owner
  • Transferring the licence holder role to a different person or company

Redbridge property licences are non-transferable. If the property is sold, the new owner must submit a fresh application and pay both Part A and Part B fees. The existing licence ends automatically on the transfer date.

Using a Managing Agent as Licence Holder

Landlords can appoint a managing agent or property management company as the licence applicant or day-to-day manager. This is common for overseas owners, who are required by Redbridge to name a UK-based managing agent on the licence.

However, appointing an agent does not transfer legal liability. The property owner remains personally responsible under the Housing Act 2004 for any licensing failures, condition breaches, or enforcement consequences — even if the agent was supposed to handle the application.

Where properties are jointly owned, all joint owners or corporate officers (directors and company secretary) must be identified in the application. For corporate-owned properties, the licence application must include the company's registration details.

How to Submit a Variation

Variation requests go through the Redbridge licensing portal at propertylicensing.redbridge.gov.uk. Log in with the account used for the original application, locate the active licence, and follow the variation workflow. The council reviews the variation against the same fit and proper person requirements that applied to the original application — if a new manager is proposed, they must pass the background check under Sections 66 and 89 of the Housing Act 2004.

The council can also vary a licence on its own initiative. If an inspection reveals that occupancy limits should be reduced, or that additional conditions are needed, the council issues a variation notice. Before making the variation, it must notify the licence holder and relevant persons of the proposed change, explain its reasons, set a consultation deadline, and consider representations received by that date.

Revoking a Licence

If the property stops being a licensable rental — for example, if you convert it back to owner-occupied use or if the number of occupants drops below the HMO threshold in a non-selective ward — you should apply for formal revocation rather than letting the licence lapse. This keeps your compliance record clean and avoids confusion if the property later returns to the rental market.

The 28-Day Rule

The 28-day notification deadline is strict. Missing it is a licence condition breach, which is a separate offence under Section 72(3) or 95(2) of the Housing Act 2004, carrying civil penalties up to £30,000. Even if the underlying change is minor, the failure to notify on time creates its own enforcement exposure.

The Redbridge Landlord Licensing Guide includes the full list of notifiable changes, the variation workflow for the Redbridge portal, and a compliance tracker to help you stay within the 28-day deadline.
