Residential Tenancies Office Yukon

The Residential Tenancies Office is the Government of Yukon's office for residential tenancy information and dispute resolution, including rent-increase and deposit disputes. There is no municipal rent board, no landlord licensing office, and no private arbitration body that substitutes for it.

What the RTO Does

The RTO operates under the Department of Community Services, Government of Yukon. Its core functions:

  • Issues mandatory forms — including the prescribed Notice of rent increase (YG(6942CS)), Declaration of service, above-index increase applications, and dispute resolution applications.
  • Provides public information — free guidance on tenancy rights, obligations, and procedures for both landlords and tenants.
  • Accepts and processes dispute applications — when either party files an application (with a $50 fee), the RTO schedules hearings and appoints adjudicators.
  • Conducts adjudication hearings — adjudicators issue legally binding orders on rent compliance, deposit returns, and possession.

The RTO uses appointed adjudicators rather than a standing tribunal or board. Each hearing is assigned to an individual adjudicator who has the statutory power to issue enforceable orders.

How to Reach the RTO

  • Office: 307 Black Street, 1st Floor, Whitehorse, Yukon
  • Mailing address: Government of Yukon, Residential Tenancies Office (C-7), Box 2703, Whitehorse, Yukon Y1A 2C6
  • Phone: (867) 667-5944
  • Toll-free (within Yukon): 1-800-661-0408, extension 5944
  • Email: [email protected]

The office handles inquiries during standard business hours. For landlords outside Whitehorse, the toll-free line and email are the primary contact channels.

Forms Relevant to Rent Increases

The RTO's forms portal on yukon.ca provides:

  • Notice of rent increase (YG(6942CS)) — the mandatory prescribed form for statutory rent increases; it is not required for an increase authorized by the agreement for additional occupants.
  • Declaration of service — landlord serving tenant — proof that the notice was delivered by a recognised method.
  • Application to increase rent above index after renovations — for landlords seeking to exceed the 2.6% cap on renovation grounds.
  • Application to increase rent above index after purchase of a property — for landlords who purchased a property with below-market rental units.
  • Application for landlord or tenant dispute resolution — to initiate a formal hearing.
  • Application for review — to challenge an adjudicator's decision on narrow statutory grounds.
  • Dispute resolution fee waiver application — for low-income applicants who cannot afford the $50 filing fee.

Enforcement

RTO orders are legally binding. After the review period has expired or a review has concluded, a decision or order can be filed in the Supreme Court of Yukon and enforced as a judgment of that court.

The Yukon Rent Increase Compliance Toolkit walks through the RTO process from notice preparation to dispute defence, with every official form referenced and explained.
