Salford Landlord Licensing Online Portal: The Three-Step Application Process
Salford City Council processes landlord licence applications through its online portal — no paper applications except where accessibility accommodation has been formally approved. The portal requires manager and proposed licence holder registrations before property registration, which trips up landlords who try to register a property first.
The Three Registration Steps
Step 1: Register the property manager. The portal creates a profile for the person who manages the property day to day. You upload a Basic DBS certificate (dated within three months), complete the fit-and-proper person declarations, and provide contact details. The portal generates a unique Manager ID once this step is verified.
Step 2: Register the proposed licence holder. This is the person who will hold the licence — usually the property owner. The same DBS and declaration requirements apply. The portal generates a unique Licence Holder ID.
Step 3: Register the property. Using both IDs from Steps 1 and 2, you enter the property address, select the correct licence category (mandatory HMO, selective Eccles, selective Broughton, or Section 257), upload all compliance documents, and pay Part A of the fee.
You can complete Steps 1 and 2 in either order. If you're both the manager and the licence holder — which most self-managing landlords are — you still need to complete both registrations separately. The portal won't let you register the property without both IDs.
Documents You'll Upload at Step 3
The portal requires:
- Gas safety certificate (current, from a Gas Safe registered engineer)
- Electrical Installation Condition Report (satisfactory, dated within five years)
- Energy Performance Certificate (rated E or above, or a registered exemption)
- Fire alarm and carbon monoxide detector declarations
- Scaled floor plans for HMO applications (room dimensions in square metres, detector locations, fire doors)
- Standard tenancy agreement template with antisocial behaviour clauses
- Written waste management instructions for tenants
Missing or expired documents can lead to rejection — and Part A is non-refundable once processing has started.
Common Portal Errors
Jumping to Step 3. The most common mistake is trying to register a property without completing the manager and licence holder profiles first. The portal returns an error, and the landlord wastes time figuring out the dependency.
Expired DBS certificates. The three-month validity window is tight. If you order a DBS certificate, then take a few weeks gathering other documents, then wait in a queue for portal access, the certificate can expire before you submit. Budget the DBS order as the last document step, not the first.
Wrong licence category. The portal asks you to choose between mandatory HMO, selective (Eccles or Broughton), and Section 257. Choosing the wrong one means the application is processed under the wrong fee schedule and conditions, which leads to complications.
Missing interested party notifications. Before submitting, you must serve formal notice on all relevant persons — freeholders, mortgage lenders, co-owners — under Schedule 2 of the Licensing and Management Regulations 2006. The portal includes a declaration that these have been served. Skipping the actual notices and just ticking the box creates a compliance risk if the council or a third party later challenges the application.

After Submission
The council validates the application, conducts background checks on the proposed licence holder and manager, and reviews the compliance documents. If everything passes, they issue a "minded to grant" notice. You then pay Part B (the grant fee) to receive the final issued licence.
Tacit consent does not apply. A duly made application that remains effective can provide a defence to an unlicensed-operation offence under Sections 72(4) or 95(3) of the Housing Act 2004; it is not the same as a licence grant. An incomplete submission or payment alone does not make the property licensed.
