Scottish Association of Landlords Notice to Leave: Advice and Alternatives

The Scottish Association of Landlords (SAL) is the main national trade body for private landlords in Scotland. If you are working through a notice to leave and wondering whether SAL membership is worth the cost, here is what it actually includes and where the gaps are.

What SAL Membership Gets You

SAL landlord membership costs £115 per year by Direct Debit or £125 by card or BACS; one fee covers the landlord and a spouse or partner at the same address. Event and training tickets cost £0–£300 per attendee, with member pricing varying. Members receive:

  • Template documents — standard PRT agreements, notice to leave forms, inventory templates and other tenancy documents
  • Telephone helpline — unlimited access to the advice line on a callback basis for guidance on tenancy law, notice procedures and landlord obligations
  • Policy updates — briefings on legislative changes affecting Scottish landlords, including the Housing (Scotland) Act 2025, rent control proposals, and energy efficiency timelines
  • Events and networking — local and national events, member online meetings, and Scottish Letting Day ticket discounts

The helpline is the most practically useful feature for a landlord who needs to serve a notice to leave. You can describe your situation, get guidance on which ground applies, and ask about procedural steps.

Where SAL's Support Stops

SAL provides general guidance and blank templates. It does not:

  • Calculate your specific notice period dates, including the postal delivery allowance
  • Complete your notice to leave for you or check that your completed form is valid
  • Prepare your Form E tribunal application or compile your evidence package
  • Represent you at the First-tier Tribunal
  • Handle Pre-Action Requirements compliance for rent arrears (Ground 12)

The templates are static forms that require the landlord to fill in every field correctly and calculate the expiry date independently. The helpline offers verbal advice but does not review your actual documents.

The NRLA Alternative

The National Residential Landlords Association (NRLA) is the primary trade body for England and Wales. It does offer Scottish coverage, but landlords in Scotland need a joint membership tier to access Scotland-specific resources. The NRLA's core expertise is English law — Section 21 notices, Section 8 grounds, the Housing Act 1988 — and its Scottish material is less detailed. For a landlord dealing exclusively with a Scottish PRT, SAL's Scotland-focused resources will be more relevant.

Free Government Resources

Before paying for a membership, use what is already free:

  • mygov.scot — the "Create a Notice to Leave" tool generates the prescribed form at no cost, using the correct statutory template
  • gov.scot — guidance pages on PRT tenancies, eviction grounds, and the Pre-Action Requirements for rent arrears
  • Housing and Property Chamber website — Form E for tribunal applications, procedural rules, and published case decisions
  • Local authority portals — landlord registration details and Section 11 notification forms (varying quality across 32 councils)
  • Citizens Advice Scotland and Shelter Scotland — primarily tenant-focused, but their factsheets on PRT law are accurate and freely available

The limitation of free resources is fragmentation. The notice form is on one site, the tribunal form on another, the Section 11 form on the council website, and the Pre-Action Requirements guidance on a third government page. There is no single workflow that connects them.

Making the Decision

SAL membership makes sense if you are a landlord with multiple Scottish properties and expect to use the helpline regularly across different tenancies and situations. The ongoing access to advice and updates justifies the annual cost.

For a landlord who needs to serve one notice to leave on one property, the annual membership fee buys more than you need. The free government tools will generate your notice correctly, and a focused compliance guide can fill the procedural gaps — the day-counting, the service log, the evidence checklist, the tribunal application workflow — without an ongoing subscription.

Our Notice to Leave in Scotland guide is designed for exactly this situation: a single purchase that walks you through the complete process from choosing the ground to submitting your tribunal application.
