Selective Licensing Scheme Renewal Leeds: Legacy Schemes and the 5-Year Cycle

The Five-Year Rule

Selective licensing designations under Part 3 of the Housing Act 2004 have a maximum life of five years. When the designation expires, every licence issued under it terminates automatically. There is no mechanism for the Council to extend a designation beyond five years — it must make a fresh designation, consult again and start a new scheme.

What Happened to Beeston and Harehills

Leeds ran selective licensing in Beeston and Harehills from 6 January 2020 to 5 January 2025. When the clock ran out, both schemes ended. Every licence granted under them ceased to exist on that date. Landlords who held licences under the old schemes received no automatic rollover, no extension and no transitional period into any replacement scheme.

Properties that were licensed under the 2020–2025 schemes and now fall inside the 2026–2031 boundary need a new application under the current East, South and West Leeds designation. The old licence itself does not transfer or exempt the property from a new application; the Council assesses the application under its current criteria.

The Current Scheme: 2026 to 2031

The replacement scheme was approved on 3 November 2025 and came into force on 9 February 2026. It expires on 8 February 2031. The boundary is different from the old schemes — it covers parts of six wards (Armley, Beeston and Holbeck, Burmantofts and Richmond Hill, Farnley and Wortley, Gipton and Harehills, Hunslet and Riverside) rather than the two wards covered previously.

Streets that were inside the old Harehills boundary may be outside the new one, and streets that were never covered before are now included. Every landlord needs to check the current GIS map, not rely on memory of the old scheme.

How Long Your Licence Lasts

A selective licence granted under the current scheme expires on 8 February 2031 at the latest — regardless of when it was issued. A licence granted at the start of the scheme in February 2026 runs to 8 February 2031; one granted in February 2030 runs for about one year. The expiry date is tied to the scheme, not the application date.

The Council does not guarantee renewal reminders. If a successor scheme is designated before 8 February 2031, landlords will need to re-apply under that scheme. If no successor scheme is made, licensing ends for properties that do not meet the mandatory HMO threshold.

Renewal Best Practice

Submit renewal applications within 60 days of licence expiry. If a complete renewal application with the Stage 1 fee is submitted before the licence expires, the existing licence continues by operation of law while the Council processes the renewal. Letting a licence expire without a pending renewal application means the property is immediately unlicensed.

For portfolio landlords with multiple properties, stagger renewal submissions rather than waiting until the final month of the scheme when processing queues are longest.

Our Landlord Licensing in Leeds guide covers the scheme timeline, renewal mechanics and what to prepare if the scheme is renewed in 2031.
