Sheffield HMO Landlord Training Requirement: Which Course You Need and When
What Training Does Sheffield Require?
Every mandatory HMO licence issued by Sheffield City Council includes a condition that the licence holder — or the named manager, if a different person — must hold a valid landlord training certificate. The training must be completed within 12 months of the licence being granted and must have been taken within the previous five years. Let that second part sink in: a certificate you earned six years ago does not satisfy the condition, even if you completed it in good faith at the time.
This is a condition attached to Sheffield HMO licences, not an optional recommendation. Breaching a licence condition is a criminal offence, and Sheffield City Council can impose a civil penalty of up to £40,000 per offence or prosecute in the magistrates' court for an unlimited fine.
Which Courses Qualify?
Sheffield City Council recognises courses delivered by accredited landlord bodies. The most commonly used option is the NRLA Sheffield HMO Licence course, which is specifically designed to satisfy the Sheffield training condition and awards five CPD points. It covers HMO management obligations, fire safety duties, amenity standards and the legal framework around licensing — the material the council expects licence holders to understand.
Other nationally accredited landlord training programmes are generally accepted, but you should confirm with Private Housing Standards ([email protected]) before relying on a course from a provider the council has not explicitly listed. The test is whether the course covers the competencies the council considers essential for HMO licence holders — a generic property investment seminar will not qualify.
NRLA membership is not the same as completing the training. Membership gives you access to helplines, templates and resources, but the training condition requires completion of a specific accredited course with a certificate that states the date of completion.
The Timeline That Catches People
The 12-month completion window starts from the date the final licence is granted — not the date you submitted the application or the date of the draft licence (Notice of Intention). Because Sheffield's processing target is 16 weeks and actual determination often takes longer, there can be a gap of several months between application and grant. Landlords who wait for the licence to arrive before booking a course sometimes find that course dates fill quickly, and they end up completing the training at month 11 with no margin for error.
The safer approach is to complete the training before you apply, or at least book your course date before the licence arrives. If you already hold a valid certificate that is less than five years old from a recognised provider, you can submit a copy with your application and the condition is satisfied from day one.

What About Renewals?
When you renew an existing HMO licence, the training condition carries over into the new licence term. If your certificate from the first licence period is more than five years old at the point the renewal licence is granted, you will need to complete a fresh course within 12 months of the new grant date. The council does not automatically check the date — but if an inspection or complaint triggers a compliance review, the training certificate is one of the first things officers verify.
Costs and Practical Details
NRLA accredited courses typically cost between £99 and £150, depending on format and whether you hold NRLA membership. Courses run online and in person; the online option is generally cheaper and avoids scheduling constraints. You receive a certificate on completion that states the provider, the date and the CPD points awarded — keep this in the same compliance folder as your gas safety certificates and EICR.
The training cost sits on top of the licence fees themselves. For a five-bedroom HMO in Sheffield, the full new application fee is £1,185 (Part 1: £725 at submission, Part 2: £460 within 14 days of the draft licence). Add the training at roughly £100–150 and you are looking at around £1,300–1,350 in total first-year compliance costs before any property upgrades.
The Sheffield Landlord Licensing Guide covers the full fee schedule, document checklist and training condition in one reference — useful if you want the entire application process in a single document rather than piecing it together from council pages.
