How to Apply for an HMO Licence in Sheffield: Step-by-Step
Sheffield City Council's HMO licence application is not complicated, but it is easy to get rejected for missing documents or an incomplete form. Here is the process from start to finish, as at late 2026.
Step 1: Download the Application Form
Download the latest "New HMO licence application form" (Word format) from Sheffield City Council's HMO portal. If you are renewing an existing licence, there is a separate renewal form. The council is transitioning to a digital licensing portal, but for now the Word-and-email route is still the primary channel.
Step 2: Gather Your Documents
You need all of these ready before you submit:
- Gas Safety Certificate — annual, from a Gas Safe registered engineer, covering every gas appliance in the property
- Electrical Installation Condition Report (EICR) — satisfactory outcome, no more than five years old
- Energy Performance Certificate (EPC) — valid (10-year maximum); Band C or higher qualifies for a £50 fee discount
- Fire Alarm Certificate — annual inspection to BS 5839 Part 6, mandatory for Grade A interlinked systems
- Emergency Lighting Certificate — annual inspection to BS 5266, if emergency lighting is installed
- Scaled Floor Plan — professional drawing at 1:50 or 1:100 showing room dimensions in square metres, window positions, ceiling heights below 1.5m, and fire escape routes
- Fit and Proper Person declaration — completed for every proposed licence holder and manager (additional forms needed if more than two individuals)
- Landlord Training Certificate — if you already hold one (otherwise you have 12 months after the licence is granted to complete accredited training)
Step 3: Pay the Part 1 Fee
Pay electronically through the council's online payment gateway on the same day you email the application. For a new application with up to five bedrooms, Part 1 is £725.

Step 4: Submit by Email
Email the completed form, payment receipt and all supporting documents to [email protected]. That single email is your application — there is no separate online portal to upload files to (yet).
What Happens After Submission
The council's target processing time is 16 weeks, though high volumes often push it beyond that. Your application goes through four stages:
- Submitted — the council acknowledges receipt
- Duly Made — the council confirms all fields are filled, signatures provided, certificates attached and the correct Part 1 fee received. This stage protects you from prosecution while the decision is pending
- Notice of Intention — the council completes fit-and-proper checks and property assessment, then issues a draft licence with proposed conditions and occupancy limits. You then have 14 days to pay the Part 2 fee
- Final Licence Granted — the licence document is issued with binding conditions, layout limits and an expiry date
If you have not heard anything within two months of submission, email [email protected] to confirm receipt and check progress. Tacit consent does not apply in Sheffield — you cannot assume a licence is granted just because the council has not responded.
Common Rejection Reasons
An incomplete application costs you £150 (added to your Part 1 fee) and delays the whole process. The most common reasons applications are returned:
- Missing or expired safety certificates
- Floor plan not to scale or missing room measurements in square metres
- Fit and Proper declaration unsigned or missing for a proposed manager
- Part 1 payment not matched to the application email
