Southampton HMO Licence Documents: What You Need to Submit
An incomplete document set is the most common reason Southampton HMO licence applications stall. The council will not process your application until every required certificate is submitted, valid and satisfactory — and because the online portal does not save progress, a missing document mid-session means starting over.
The Mandatory Documents
Gas Safety Certificate. Required for every property with a gas supply. It must be issued by a Gas Safe registered engineer, cover every gas appliance in the property and be dated within 12 months of your application date. An expired certificate — even by a day — is rejected.
Electrical Installation Condition Report (EICR). Must cover the entire fixed electrical installation, carried out by a qualified electrician registered with a recognised body (NICEIC, NAPIT or equivalent). The report must be dated within five years and show a "Satisfactory" overall assessment. Any outstanding C1 (danger present) or C2 (potentially dangerous) codes make the report unsatisfactory — the application will not progress until the faults are remedied and a new EICR is issued.
Fire Risk Assessment (FRA). A written assessment appropriate to the building layout, covering escape routes, fire detection, fire separation and fire-fighting equipment. It must be current and reviewed annually. There is no mandated format, but it must be carried out by a competent person and cover the specific risks of the property as an HMO.
Fire Alarm and Emergency Lighting Certificates. If the property has fire alarm systems or emergency lighting installations fitted, you need inspection certificates for these dated within 12 months. For mandatory HMOs (five or more people), the council expects fire alarm certification as standard.
Floor Plan. A plan showing the layout of the property — bedroom dimensions, locations of shared facilities (kitchens, bathrooms), escape routes and the position of fire detection equipment. The floor plan must be accurate and to scale. If you are claiming the independent surveyor discount, the surveyor provides a signed floor plan as part of their Certificate of Compliance.
The Optional (but Valuable) Documents
Independent Surveyor Certificate of Compliance. Not required, but submitting one drops the licence fee from £953 to £636. The certificate must come from a council-approved RICS or CIEH surveyor, be dated within three months of your application and confirm the property meets Southampton's HMO standards. It must be accompanied by a signed floor plan.
Energy Performance Certificate (EPC). The council does not list this as a licensing requirement on its application form. Most privately rented properties must meet EPC band E or above unless a valid exemption is registered; having the current EPC and any registered exemption ready helps you check that separate requirement.

Preparing Documents for Upload
The council's online portal accepts PDF and common image formats. Before you start the application:
- Check every certificate date — if anything expires before you plan to submit, get it renewed first
- Scan or photograph each document clearly — illegible uploads get rejected
- Name files sensibly so you can find each one quickly during the portal session
- Have your payment card ready for the Stage 1 fee
The portal runs as a single session without save-and-resume. If you stop to hunt for a document or discover a certificate has expired, the session times out and you lose everything entered. Assembling every document before you open the portal is not optional — it is the only way to avoid wasted time.
What Happens If a Document Is Missing
A missing or invalid certificate makes the application "not duly made." This matters beyond simple delay. A duly made application gives you legal protection under Section 72(4) — you cannot be prosecuted for operating an unlicensed HMO while the council processes it. Without that protection, you are exposed from day one.
If the council receives an incomplete application, it will issue a reminder letter — at £33 per letter — asking for the missing items. Multiple reminders add up, and each one delays the processing clock.
