Sunderland Accredited Landlord Scheme: What It Covers and What It Doesn't

Sunderland City Council runs a free, voluntary accredited landlord scheme. It's one of the few councils in the North East that offers this, and it's genuinely free — no annual membership fee, no subscription. But the most common misconception about it is that accreditation replaces or substitutes for an HMO licence. It doesn't.

What the Accredited Landlord Scheme Offers

The scheme is open to any private landlord with property in Sunderland. When you join, you get:

  • Recognition as a council-accredited landlord
  • Access to sample tenancy agreement templates
  • Guidance documents on property standards and management
  • A credential you can reference when marketing your property to tenants

It's a voluntary programme designed to raise standards across the private rented sector. The council uses it as a soft incentive — landlords who engage voluntarily are less likely to need enforcement action.

What Accreditation Does Not Do

Accreditation does not grant you a property licence. If your property meets the mandatory HMO threshold — five or more occupants from two or more households who share or lack a basic amenity and use the property as their only or main residence — you still need a mandatory HMO licence from Sunderland City Council, regardless of your accreditation status.

Accreditation also doesn't exempt you from:

  • The annual gas safety certificate requirement
  • The five-yearly EICR
  • Minimum EPC grade E
  • The HMO Management Regulations 2006 (fire escape maintenance, common area upkeep)
  • Mandatory room size standards (6.51 m² single, 10.22 m² double)
  • The forthcoming PRS Database registration (mandatory for North East landlords from 15 June 2027)

Think of accreditation as a professional development programme that sits alongside your statutory obligations, not above them.

Is It Worth Joining?

For a self-managing landlord, yes — it costs nothing and gives you access to council-issued templates and guidance. Tenants searching for well-managed accommodation may view accreditation as a positive signal, particularly in the student rental market around the University of Sunderland campuses.

It also establishes a cooperative relationship with the council's housing team. If you later need to apply for an HMO licence or deal with an inspection, having a track record of voluntary engagement works in your favour.

The Licensing Obligations That Still Apply

Whether you're accredited or not, the mandatory licensing framework doesn't change. A shared house occupied as the residents' only or main residence by five or more people from at least two households who share or lack a basic amenity needs a licence in any Sunderland ward. The application goes through the council's online portal, costs £1,037 for a new 5-bed application (2026/27 rates), and requires gas safety, EICR, EPC, floor plans and a fit-and-proper person declaration.

The Sunderland Landlord Licensing guide covers the full application process, document requirements and fee schedules — the parts that accreditation alone doesn't address.
