Thurrock Invalid Application Fee and Paper Application Surcharge

The £27 Invalid Application Charge

Thurrock Council rejects a property licence application as invalid when any required element is missing. If that happens, the Council charges a £27 administrative fee and gives you 14 days to resubmit with the missing pieces. This charge is separate from and additional to your Part A application fee.

An application is invalid if:

  • The form is incomplete — blank fields, missing sections, or unsigned declarations
  • Required safety documents are not uploaded (Gas Safety Certificate, satisfactory EICR, valid EPC, tenancy agreement, floor plan)
  • Uploaded documents are illegible, expired, or do not match the property address
  • The Part A payment has not cleared

The most common trigger is documents. Landlords submit an application but miss one certificate — an EICR from the wrong address, a gas safety certificate that expired last month, an EPC below Band E with no registered exemption. The Council flags the gap, charges £27, and sends the file back.

Why It Matters Beyond the Fee

The £27 itself is not the real cost. The problem is what an invalid application does to your timeline. While your application is rejected, you do not have a duly-made application on file. That means:

  • You have no protection against enforcement for operating an unlicensed property
  • The 12-week Higher Rate clock keeps running — if you were close to the deadline, a rejected application could push you into the Higher Rate (£1,767.40 instead of £1,034.90 for selective licensing)
  • Before 1 May 2026, an unlicensed property could not be used to serve a valid Section 21 notice. The Renters' Rights Act 2025 has since abolished Section 21 for assured tenancies in England.

Two weeks of delay from an invalid application is two weeks of unprotected operation. If the Council is actively enforcing in your area, that gap creates real risk.

How to Avoid the Invalid Application Charge

Assemble everything before you log into the portal:

  1. Gas Safety Certificate — issued by a Gas Safe registered engineer within the last 12 months, covering all gas appliances and flues at the property
  2. Electrical Installation Condition Report (EICR) — dated within the last 5 years, overall assessment "Satisfactory." If it shows C1 or C2 defects, those must have been remediated and a confirmation of work submitted
  3. Energy Performance Certificate (EPC) — valid (within 10 years) and rated Band E or above. If the property is below Band E, you need a valid exemption registered on the national PRS Exemptions Register before applying
  4. Tenancy agreement — legible copy of the current written agreement
  5. Floor plan — clear layout showing room dimensions in square metres, positions of kitchens, bathrooms, fire escape routes and smoke detector locations
  6. PAT inspection report (HMOs only) — annual report for any landlord-supplied portable electrical appliances in shared areas

Scan or photograph each document clearly. PDF format works best. Check that every certificate shows the correct property address — a certificate from a different property in your portfolio will be rejected.

The £500 Paper Application Surcharge

If you cannot use the online licensing portal due to accessibility issues, Thurrock Council provides a paper application pack on request. But submitting on paper adds a flat £500 surcharge to your total fee.

For a standard-rate selective licence, that means:

Route Part A Part B Surcharge Total
Online £236.98 £797.92 — £1,034.90
Paper £236.98 £797.92 £500.00 £1,534.90

Thurrock Council's published fee schedule lists the £500 surcharge for paper applications across licence types, including selective, additional HMO and mandatory HMO.

Unless you have a genuine accessibility barrier that prevents you from completing an online form, the portal is the only sensible route. If you need help navigating the digital submission, our Thurrock landlord licensing guide walks through each portal screen step by step, including which documents to upload at which stage and how to avoid the most common rejection triggers.
