Waltham Forest Property Licence Renewal: Dates, Process, and What Changes

When Current Licences Expire

Selective and additional HMO licences are tied to the underlying scheme's designation period:

  • Selective licences: expire 30 April 2030 (scheme runs 1 May 2025 – 30 April 2030)
  • Additional HMO licences: expire 31 March 2030 (scheme runs 1 April 2025 – 31 March 2030)
  • Mandatory HMO licences: normally run for up to 5 years from the date of grant (no scheme expiry — mandatory licensing is a permanent national requirement), though LBWF may grant a shorter licence term

If you applied mid-scheme, a selective or additional HMO licence expires either at the end of its five-year term or at the scheme's general expiry date, whichever comes first. A selective licence granted in October 2027 won't run until October 2032 — it expires 30 April 2030 with the designation.

What Happens at Scheme Expiry

Waltham Forest renewed its discretionary licensing schemes in 2025. The predecessor 2020–2025 additional HMO scheme expired 31 March 2025 and was immediately succeeded by the current scheme on 1 April 2025. The selective scheme followed the same pattern a month later.

If the council decides to renew the schemes again for 2030–2035, landlords holding valid licences under the current designation will need to submit fresh renewal applications before their existing licences expire. There is no automatic rollover.

When to Start the Renewal Process

Don't wait until the expiry date. The council's application processing times fluctuate with demand — the portal currently warns of significant delays during high-volume periods. An application submitted after expiry leaves the property unlicensed during the processing gap, creating enforcement risk.

The predecessor selective scheme expired on 30 April 2025 and the current scheme began on 1 May. A licence does not automatically roll over under a successor designation, so check the expiry date on your current licence and apply before it expires.

A practical timeline:

  1. 12 months before expiry: Check whether the council has announced scheme renewal
  2. 6 months before: Renew safety certificates if they'll expire within the next year
  3. 3 months before: Submit the renewal application with current documents
  4. On expiry: Your new application should already be in processing

The Non-Transferability Problem on Sale

A property licence cannot be transferred to another person. If you sell a licensed property, the buyer must submit a completely new application and pay the full fee schedule — Part A and Part B. The seller should notify the council to revoke the existing licence.

This matters during scheme transitions. A landlord who buys in 2029 needs to licence the property under the current scheme even if it only has a year to run, then apply again under any successor scheme.

Mandatory HMO Licence Renewals

Unlike selective and additional HMO licences, mandatory licences aren't tied to a local designation period. They normally run for up to five years from the grant date and need renewing before they expire, though LBWF may grant a shorter term. The process and fees are the same as the initial application.

The Waltham Forest Landlord Licensing Guide tracks the current scheme dates, explains the renewal process in detail, and includes a compliance timeline for planning your renewal submission.
