Which Licence Do I Need in Haringey? A Landlord's Decision Guide
The Two Questions That Determine Your Licence
Every Haringey licensing decision comes down to two variables: how many people live in the property (and whether they form separate households), and which ward the property sits in. Run through both and you'll know exactly which scheme applies — or whether you're exempt.
Start with occupancy.
Five or more people from two or more households sharing amenities → mandatory HMO licence. Borough-wide, no exceptions, no expiry. This is the national scheme under Part 2 of the Housing Act 2004.
Three or four people from two or more households sharing amenities → additional HMO licence. Borough-wide under Haringey's 2024 designation, running to June 2029. This also covers Section 257 converted buildings (older flat conversions where fewer than two-thirds of units are owner-occupied).
One or two people (single household or two unrelated sharers) in a designated ward → selective licence. Covers the 14 eastern and central wards under Haringey's 2022 designation, running to November 2027.
One or two people in a non-designated ward → no licence needed (unless the property is a Section 257 building).
What Counts as a Household
A household under the Housing Act 2004 is a single person, a married or cohabiting couple (regardless of gender), or a family unit including parents, grandparents, children, siblings, aunts, uncles, and cousins. Foster children count as part of the household that fosters them.
Everyone else forms a separate household. Two friends sharing a flat are two households. A couple and their friend make two households (the couple is one, the friend is another). The test is about relationships, not tenancy agreements — three people on a single joint tenancy still form three households if they're unrelated.
Common Scenarios
A couple renting a one-bed flat in Tottenham Hale. One household, one designated ward. Selective licence needed.
A single professional renting a studio in Muswell Hill. One household, non-designated ward. No licence required.
Three students sharing a flat in Bounds Green. Three households, three occupants, sharing amenities. Additional HMO licence.
Five friends in a house share in Harringay. Five households, five occupants, sharing amenities. Mandatory HMO licence.
A couple plus one friend in a flat in Crouch End. Two households, three occupants. Additional HMO licence (Crouch End is not in a selective ward, but additional licensing is borough-wide).
A single tenant in a flat within a converted Victorian terrace in Wood Green, where the conversion never got Building Regulations approval and most flats are rented. The building as a whole may be a Section 257 HMO needing an additional licence (held by the freeholder), and the individual flat may need a selective licence if it's in one of the 14 wards.

Checking the Ward
The 14 selective licensing wards are: Bounds Green, Bruce Castle, Harringay, Hermitage and Gardens, Noel Park, Northumberland Park, Seven Sisters, South Tottenham, St Ann's, Tottenham Central, Tottenham Hale, West Green, White Hart Lane, and Woodside.
Don't rely on postcodes alone — N8 and N22 straddle designated and non-designated wards. Use the council's address checker at propertylicensing.haringey.gov.uk to confirm. If the tool gives an ambiguous result (common with subdivided buildings), contact Haringey's Private Sector Housing team directly at [email protected] and keep the written reply as evidence.
What If Occupancy Changes
If a tenant moves out and occupancy drops below the HMO threshold, the property may no longer need an HMO licence — but it might still need a selective licence if it's in a designated ward. If someone moves in and tips the count from four to five, you've crossed from additional to mandatory HMO licensing.
Licence types do not automatically convert. Submit a licence variation request to report the occupancy change; Haringey will tell you if a different licence type is required.
