Landlord Registration in Aberdeen, Highland, Dundee and Fife: Council-Specific Rules
One Portal, 32 Different Councils
Every Scottish landlord registers through the same central portal at landlordregistrationscotland.gov.uk, pays the same nationally-set fees (£85 principal, £20 per property, £170 late fee as of April 2026), and faces the same statutory three-year renewal cycle. But each of Scotland's 32 local authorities administers its own patch independently — processing times, enforcement activity, audit practices, and local team contact details all vary.
We've already covered Edinburgh and Glasgow in separate posts. Here's what landlords in the next four largest council areas need to know.
Aberdeen City Council
Aberdeen's Private Sector Housing Unit handles landlord registration for the city, reachable at [email protected]. The oil and gas sector's downturn in the mid-2010s left Aberdeen with a higher-than-average proportion of accidental landlords — homeowners who couldn't sell and let their property instead. Many are still discovering the registration requirement years later.
Keep the email address on your registration up to date: the register uses your contact details for renewal reminders, and failing to renew before expiry triggers the £170 late fee. When requested at renewal, Aberdeen's team asks for electronic copies of safety certificates (gas safety, EICR, fire alarm compliance) alongside the portal declarations.
For landlords with properties in both Aberdeen City and Aberdeenshire (the surrounding council area), these are two separate local authorities. You'll need registrations with both, but applying to both online in one application gives a 50% multi-council principal fee discount (£42.50 for the second council).
Highland Council
Highland covers the largest geographic area of any Scottish council — from Inverness to the far north and the western seaboard. The Corporate Governance team in Dingwall manages landlord registration, contactable at [email protected].
The main practical difference in Highland is the proportion of properties served by private water supplies. The registration safety declarations include a question about compliance with the Water Intended for Human Consumption (Private Supplies) (Scotland) Regulations 2017. In Edinburgh or Glasgow, this is rarely relevant because properties are on mains water. In Highland, a significant number of rental properties draw from private wells or burns, and the landlord's declaration must honestly assess water quality compliance.
Highland also coordinates registration verification with rural inspection teams. If you're letting a rural property with a private supply, expect the council to cross-reference your registration declarations against any existing private water supply testing records they hold.
Processing times in Highland tend to be slightly longer than in the central belt, particularly during summer when the team handles seasonal holiday let queries alongside standard registrations.

Dundee City Council
Dundee's Private Sector Services Unit handles registration alongside broader private rented sector enforcement. Dundee has one of the highest proportions of private rented accommodation among Scotland's cities, driven by the student population and affordable property prices relative to Edinburgh and Glasgow.
For landlords, the practical note is that written and digital rental advertisements in Dundee, as elsewhere in Scotland, must display the landlord's registration number or "landlord registration pending" if a valid application and the required fees have been submitted. Failing to include the required status is an offence under Section 92B.
If you own properties in both Dundee and Angus (the surrounding council), the same multi-council discount applies. Contact details for Dundee's team are on the dundee.gov.uk private landlords page.
Fife Council
Fife sits between Edinburgh and Dundee and covers a diverse housing market from the student lets of St Andrews to the former mining towns of central Fife. Fife Council's Landlord Registration Team within Housing and Neighbourhood Services manages registration.
Fife has a notable concentration of HMO properties in St Andrews due to the university. For landlords in that area, the distinction between HMO licensing (required for properties let to three or more unrelated occupants sharing facilities) and standard landlord registration matters: if you hold a valid HMO licence, your property is exempt from the £20 per-property registration fee. You still need to be registered as a landlord, and you still pay the £85 principal fee — the exemption covers only the per-property charge.
For landlords with properties across Fife and Edinburgh — a common pattern for investors in east-central Scotland — the multi-council application route saves £42.50 on the second council's principal fee.
Multi-Council Portfolios Across These Areas
If you own properties spanning Aberdeen, Highland, Dundee, and Fife, a single online application covering all four councils gives you the 50% principal fee discount on the second, third, and fourth councils. The total for a four-council registration with one property in each:
- First council: £85 principal + £20 property = £105
- Second council: £42.50 principal + £20 property = £62.50
- Third council: £42.50 + £20 = £62.50
- Fourth council: £42.50 + £20 = £62.50
Total: £292.50 (versus £420 if submitted as four separate applications).
The Scotland Landlord Registration Guide includes the fee calculation matrix for multi-council and multi-property portfolios, plus contact details for all 32 council registration teams. If you're juggling properties across several local authorities, it walks through how to structure the application to claim every available discount.
