Edinburgh Landlord Registration: Fees, Application and Council-Specific Rules

Edinburgh Uses the National System — With Local Twists

Landlord registration in Edinburgh runs through the same central portal (landlordregistrationscotland.gov.uk) and the same national fee schedule as every other Scottish council area. The City of Edinburgh Council acts as the decision-maker for properties within its boundaries, applying the fit-and-proper person assessment and processing applications.

But Edinburgh has operational practices that catch landlords off guard, particularly around renewals and payment processing.

Fees (Standard National Rates from 1 April 2026)

  • Principal fee: £85 (per council area — if Edinburgh is your only council, you pay this once)
  • Property fee: £20 per let property
  • Late application fee: £170 (replaces the principal fee if your registration has expired)

A landlord with one flat in Edinburgh pays £105. Two flats in Edinburgh: £125. These are the same rates as Glasgow, Aberdeen, or any other Scottish council.

If you also own rental property in another council area, registering both in a single online application gives you a 50% discount on the second council's principal fee (£42.50 instead of £85).

The 12-Month Expiry Hard Stop

This is Edinburgh's most important local rule. If your registration has been expired for more than 12 months, you cannot simply renew. The standard renewal process is no longer available — you must submit an entirely new application and go through the full fit-and-proper assessment from scratch.

This 12-month cutoff is an Edinburgh council process, not part of the national fee rules. After more than 12 months, submit a new application; until you have a valid pending application, do not let or advertise the property.

This matters because a new application requires a full assessment, and you may need to provide updated safety documentation.

Payment Gateway Issues

Edinburgh explicitly acknowledges technical problems between the central register's payment system and the council's own financial systems. Payments can stall, leaving your application in limbo.

If this happens, the council advises landlords to email [email protected] directly to resolve the payment. Confirm whether the payment was recorded before trying again.

Renewal Reminders

Edinburgh sends automated email reminders at 90 days, 30 days, and 14 days before expiry, plus one on the expiry date itself. These go to the email address on your registration record.

The risk: if you registered five years ago with a Hotmail address you no longer check, or if the council's emails are filtered into spam, you will not see them. Do not rely solely on council emails to track your renewal date.

Enforcement in Edinburgh

Edinburgh conducts routine random sampling of safety certificates. Even straightforward applications can trigger a request for copies of your Gas Safety Certificate (CP12), EICR, or legionella risk assessment. The council also strictly enforces Letting Agent Registration Number (LARN) declarations — if your letting agent is not on the Scottish Letting Agent Register, your application can be refused.

Practical Steps for Edinburgh Landlords

  1. Set a personal calendar reminder at least four months before your registration expiry — do not rely on council emails
  2. Check your registered email address annually through the portal to make sure it is current
  3. Keep electronic copies of all safety certificates ready to email if the council requests them
  4. If a payment stalls, contact [email protected] before retrying

The Scotland landlord registration guide covers Edinburgh's specific practices alongside the national framework, with a three-year renewal calendar that prevents the kind of quiet expiry that triggers Edinburgh's 12-month hard stop.
