ACT Insulation Cost and Sustainable Household Scheme for Landlords

The Price Range That Shocks Landlords

Canberra landlords expecting a quick $1,500 insulation job frequently receive quotes that tell a different story. Based on local community forum reports, ceiling insulation quotes include:

  • Around $3,000 for a standard top-up
  • Over $10,000–$14,000 for complex projects requiring old insulation removal and rewiring

The wide range reflects the mandatory two-stage process: the electrical safety inspection and any required work come before the approved insulation installer can start. You need a licensed electrician and an approved installer.

Why the Pre-Installation Electrical Work Drives Costs Up

Older Canberra homes — particularly pre-1997 dwellings that are most likely to need insulation upgrades — often have ceiling spaces with recessed halogen downlights, degraded cable insulation, and wiring that predates current safety standards. Where the required area has halogen or other incandescent recessed downlights, the electrician must remove them and install IC-4 rated LED downlights, complete any other required work, and issue the required reports.

That electrical work comes before the insulation installer is booked and may add to the total project cost.

The Sustainable Household Scheme

The ACT Government's Sustainable Household Scheme provides low-interest loans at 3% for eligible energy efficiency improvements, including ceiling insulation and electrical upgrades. The scheme is designed to reduce the upfront financial barrier for property owners meeting energy efficiency obligations.

Key details for landlords:

  • The standard loan carries 3% interest
  • You must use a contractor eligible under the scheme's terms
  • Loans can be repaid over up to 10 years
  • The scheme applies to the property owner, not the tenant

This isn't a grant — you repay the amount borrowed, with interest. Spreading a $6,000 insulation job over several years at 3% changes the cash flow compared with paying a trade invoice in full on completion.

Check eligibility through the ACT Climate Choices portal. Scheme terms and contractor eligibility requirements can change, so verify current details before committing.

The $10,000 Statutory Cap

If the cost of complying with the required insulation work is likely to be more than $10,000, Section 10(3) of the Residential Tenancies Regulation 1998 treats you as complying if, by the required date, you complete the work in as many designated rooms as possible for $10,000. The cost includes required electrical work and other work needed for safe, effective installation, but excludes maintenance work needed anyway.

Collect quotes from a licensed electrician and an approved insulation installer, complete the work in as many designated rooms as possible for the $10,000, and keep the quotes and records of the work. The Regulation requires records showing the likely cost.

Getting Accurate Quotes

Trade quotes for insulation work should be itemised: electrical inspection separately from required work, insulation materials separately from labour. This helps determine whether the $10,000 rule applies and keeps a clear record of the project costs.

Get quotes from at least two licensed electricians and two approved insulation installers (EEC-certified or ministerially determined). Verify each electrician's licence through the Access Canberra Public Register and each insulation installer's approved-installer status before engaging them.

The ACT Rental Minimum Standards Guide includes a trade contractor verification log for recording licence numbers, quote amounts, and report dates across the two-stage process — keeping your cost documentation organised for both compliance records and tax purposes.
