Blackpool Selective Licence Documents Needed

The Core Documents

Blackpool Council requires these at the point of online application. If any are missing, the application is rejected as invalid and you get no statutory protection against enforcement.

Electrical Installation Condition Report (EICR) — Valid for a maximum of five years, issued under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020. The report must classify the installation as "Satisfactory." If there are C1 (danger present) or C2 (potentially dangerous) remedial codes, you need proof that the faults have been fixed before the council will accept it.

Gas Safety Certificate — Required if the property has any gas appliances, flues or pipework. Must be current (renewed every 12 months) and issued by a Gas Safe registered engineer. If there's no gas supply to the property, you don't need this — but you may be asked to declare that.

Energy Performance Certificate (EPC) — Valid for 10 years. The minimum standard under MEES regulations is grade E. A grade A, B or C qualifies for a £100 discount on the main property fee only where the Blackpool Standard is not met; the fee schedule lists a £20 EPC discount for each additional unit rated A, B or C.

Tenancy agreement — A written agreement showing occupant details. This must be a proper tenancy agreement, not a verbal arrangement.

Deposit protection certificate — Official proof from your deposit scheme, along with the prescribed information that must be served on tenants.

Additional Documents for Mandatory HMO Applications

If the property has five or more occupants in two or more households and meets one of the mandatory HMO tests (making it a mandatory HMO), you also need:

Scaled floor plans — Showing room dimensions in square metres, ceiling heights, window openings and the location of fire escape routes. These must be detailed enough for the council to verify minimum room sizes: 6.51 m² for a single person aged 10+, 10.22 m² for two people aged 10+, and 4.64 m² for a child under 10. Any room below 4.64 m² cannot be used for sleeping.

Fire detection and alarm certificate — For HMOs, the council expects evidence of a compliant fire alarm system. Selective licence applications require a declaration about smoke alarm and carbon monoxide detector positioning, but HMO applications need formal certification.

What the Council Actually Checks

An incomplete upload is the single most common reason for application delays. The council validates:

  • That the EICR shows "Satisfactory" overall — not just that it exists
  • That the gas safety certificate was issued within the last 12 months and covers all appliances in the property
  • That the EPC is current and meets the minimum E rating
  • That document files are legible (blurred phone photos of certificates get rejected)

Upload documents as clear PDFs rather than photos where possible. If you're scanning paper certificates, check the file is readable before you start the portal application.

Validity Periods at a Glance

Document Validity Renewal cycle
EICR 5 years maximum By the next inspection date in the report, which must be no more than 5 years away and may be sooner
Gas Safety Certificate 12 months Annual, before the previous certificate expires
EPC 10 years On expiry
Floor plans Permanent Only update if the layout changes

These are ongoing licence conditions too — not just application requirements. The council can request updated certificates at any time during the five-year licence period, and failing to supply them is a condition breach.

The Blackpool Landlord Licensing Guide includes a document staging checklist designed to be completed before you open the portal, so every file is ready for upload in a single session.
