Brent Licence Application Processing Time: How Long It Takes
Brent Council's public guidance describes the application process but does not publish a decision timeframe. Knowing your legal position while you wait helps keep the processing period from becoming a compliance risk.
Typical Processing Times
Brent's public guidance does not give a scheme-specific decision timeframe. It says applications are processed after submission and payment; the published information does not establish a reliable average for selective, additional HMO, or mandatory HMO applications.
Why Applications Get Delayed
Common causes of delay include:
Incomplete uploads: the portal requires specific documents at submission. Missing a Gas Safety Certificate, submitting an unsatisfactory EICR, or uploading an expired EPC can delay validation while the landlord supplies the required documents.
Floor plan problems: HMO applications require floor plans showing room dimensions in square metres. Plans that omit ceiling heights, use unclear scaling, or fail to mark fire escape routes may prompt a request for clarification or revision.
Fit-and-proper queries: if the council's checks flag a disclosure (unspent convictions, previous licence refusals, housing law breaches), the assessment takes longer while additional information is gathered.
Payment issues: if you choose split payments and do not pay Part B within 28 days of the council's notice of intention to grant, the application is cancelled — and you start again from scratch.
Your Legal Position While the Application Is Pending
This is the critical point. Under sections 72(4)(b) and 95(3)(b) of the Housing Act 2004, a complete application with the Part A fee paid gives you a statutory defence to the relevant offence of operating without a licence while the application is pending.
However, a pending application is not a licence. It does not protect you from:
- Enforcement action for housing standard breaches detected during the processing period
- Overcrowding or management condition violations
- A tenant may seek a Rent Repayment Order for rent paid before you applied; keep your submission confirmation to show the application date

How to Avoid Delays
Prepare everything before you open the portal:
- Gather all certificates first: Gas Safety (under 12 months old), EICR (satisfactory, under 5 years), EPC (A–E rating)
- Draw accurate floor plans: include room dimensions in m², ceiling heights, fire escape routes, and amenity locations
- Complete fit-and-proper declarations honestly: an omission that the council later discovers causes longer delays than a disclosed issue
- Pay Part A at submission: the portal rejects applications without immediate Part A payment
- Respond to council requests quickly: provide additional information by the deadline stated in Brent's request
The Brent landlord licensing guide includes a pre-submission document checklist that mirrors exactly what the portal requires, so you can verify everything is in order before starting the online form.
