Brent Property Licence Fees 2026: Part A, Part B and Every Discount
The Two-Part Fee Structure
Brent Council splits every licence fee into two payments under section 87 of the Housing Act 2004:
Part A covers the cost of processing your application. It is non-refundable and payable when you submit. If the council refuses your application, you do not get Part A back.
Part B covers scheme administration, compliance monitoring and enforcement. It becomes payable when the council issues its Notice of Intention to grant the licence. You have 28 days to pay Part B. Miss that deadline and the application is cancelled — without a refund of Part A — leaving the property unlicensed.
You can pay both parts together at submission if you prefer. The total is the same either way.
Current Fee Rates (Updated February 2026)
| Scheme | Application type | Part A | Part B | Total |
|---|---|---|---|---|
| Selective | New | £340 | £300 | £640 |
| Selective | Renewal | £300 | £300 | £600 |
| Additional HMO | New | £540 | £500 | £1,040 |
| Additional HMO | Renewal | £500 | £440 | £940 |
| Mandatory HMO | New | £540 | £500 | £1,040 base |
| Mandatory HMO | Renewal | £500 | £440 | £940 base |
Mandatory HMO fees cover the first five habitable rooms. Each additional habitable room adds £25 to both new and renewal totals. A property with seven habitable rooms pays £1,040 + (2 × £25) = £1,090 for a new application.
The LLAS Discount
London Landlord Accreditation Scheme members receive a flat £40 discount on any application type. Enter your active LLAS membership number during the online application. There is no other discount — Brent does not offer early-bird pricing, portfolio reductions, or EPC-based concessions.

Renewal vs. New Application Fees
Renewal applications cost less: £600 for selective (saving £40) and £940 for HMO (saving £100). But the renewal rate only applies if you submit before the existing licence expires. A late renewal is treated as a new application at the full fee, and the property sits unlicensed during the processing gap.
Brent recommends submitting renewals at least 60 days before expiry.
The £100 Paper Surcharge
If you cannot complete the online form and need the council to assist, a non-refundable £100 surcharge is added. This is avoidable — the online portal handles the vast majority of applications.
Budgeting for Licence Costs
For a landlord with a single selective-licensed property, the five-year cost is £640 (or £600 on renewal). That works out to roughly £128 per year, or about £11 per month.
For an HMO landlord, the five-year cost starts at £1,040 (£940 on renewal), or around £208 per year. With the £40 LLAS discount and the lower renewal rate, the ongoing annual cost drops to about £180.
