Haringey Property Licensing Fees: Full Breakdown for 2026/27
The Two-Part Fee Structure
Haringey splits every property licence fee into two payments. Part A covers the cost of processing and validating your application — it's due when you submit through the Metastreet portal. Part B covers compliance monitoring and enforcement over the licence term — it's collected when the council approves your draft licence and issues the final document.
This two-stage model follows the legal framework set by the EU Services Directive and confirmed in Hemming v Westminster City Council. It means you pay the smaller portion upfront and the larger portion only after the council decides to grant the licence.
Part A is non-refundable once processing begins. Part B is refundable if the council refuses the application before a licence is granted or if the property ceases to require a licence before the final licence document is issued.
2026/27 Fee Schedule
All fees below apply from 1 April 2026 and reflect a 3.8% CPI increase over 2025/26 rates.
Selective licence: £705.84 total (Part A: £411.57 / Part B: £294.27). Previous year: £680.
Additional HMO licence: £1,411.68 total (Part A: ~£641.48 / Part B: ~£770.20). Previous year: £1,360.
Mandatory HMO licence: £1,411.68 total (Part A: ~£641.48 / Part B: ~£770.20). Previous year: £1,360.
Per-unit surcharge for larger HMOs: £51.90 for each additional unit above five units, split across Part A and Part B. A seven-unit mandatory HMO would add £103.80 to the base fee.
Paper application surcharge: £100 extra if you request a paper form instead of using the online portal. Paper submissions are only accepted with an accessibility accommodation under the Equality Act 2010.
Available Discounts
Two discounts can reduce your fee, and they stack:
Landlord accreditation discount — £51.90 off Part A. To qualify, you must hold a current accreditation through the London Landlord Accreditation Scheme (LLAS) or an equivalent body recognised under the London Rental Standard. This includes NRLA, UKALA, ARLA, RICS, and Safeagent accreditations. Your accreditation must be valid on the date you submit the application — the portal checks this.
EPC energy rating discount — £51.90 off Part B. Available when the property holds an Energy Performance Certificate rated Band C or above. The EPC must be current (within its 10-year validity) at the time of licence approval.
Combined saving: £103.80 per property. On a selective licence, that brings the net fee from £705.84 to £602.04. On an HMO licence, from £1,411.68 to £1,307.88.
Multi-flat block discount: A £75 reduction on Part A for the second and subsequent flats in the same block when applications are submitted together. This is particularly relevant for Section 257 buildings where multiple flats each need their own licence alongside the building-level licence.

What the Fees Cover
Part A pays for the council to validate your application, run Fit and Proper Person checks, and review your uploaded documentation. Part B pays for ongoing compliance activity across the licence term — inspections, condition monitoring, complaints investigation, and scheme enforcement.
A common misconception: paying the fee doesn't mean your property is compliant. The licence comes with conditions (gas safety, electrical testing, fire safety, occupancy limits, inspection schedules) that you must maintain throughout the term. Breaching a condition is a separate offence carrying its own civil penalty of up to £30,000 for offences before 1 May 2026 and up to £40,000 for offences on or after that date.
Timing Matters
For selective licences, the fee is the same whether you apply on day one or year four of the scheme — but the licence can't outlast the designation. A selective licence issued in 2026 expires on 17 November 2027 with the scheme, giving you barely a year for the full price. Late applicants pay the same for a shorter licence period.
Additional HMO licences run to 16 June 2029. Mandatory HMO licences have no scheme expiry and can be granted for up to five years. In both cases, earlier applications deliver longer coverage per pound.
Practical Tips
Get LLAS accreditation before you apply — the online course costs around £120 and the fee discount recoups nearly half of it on the first property. If you own multiple properties in Haringey, the accreditation discount multiplies across every application.
If your EPC is a Band D, consider whether an energy efficiency improvement could push it to C. The £51.90 discount is modest, but the improvement also strengthens your position against future Minimum Energy Efficiency Standards tightening.
