Coventry HMO Licence: What Landlords Need to Know in 2026
Which Licensing Schemes Apply in Coventry?
Coventry City Council operates two HMO licensing schemes, and understanding which one applies to your property is the first step toward compliance.
Mandatory HMO licensing applies to any property occupied by five or more people forming two or more separate households who share amenities like a kitchen or bathroom. This is a national requirement under the Housing Act 2004, and it runs continuously — there's no scheme expiry date.
Additional HMO licensing is the one that catches most Coventry landlords off guard. The council runs a city-wide scheme covering smaller HMOs with three or four occupants forming two or more separate households. The current designation came into force on 4 May 2025 and runs through 3 May 2030, replacing the previous five-year scheme that started in 2020.
One point that trips people up repeatedly: Coventry does not operate a selective licensing scheme. The council consulted on one in early 2019 and decided not to proceed. If you're renting a single-family home to one household, you don't need a property licence.
Who Actually Needs a Licence?
The household test is where most confusion sits. Three unrelated people sharing a house count as three separate households under housing law — even if they're all on one joint tenancy agreement. That makes the property an HMO requiring a licence under the additional scheme.
Section 257 converted flat buildings also fall within scope. If a building was converted into self-contained flats without complying with the Building Regulations that applied at the time of conversion (the 1991 Regulations or applicable subsequent standards) and fewer than two-thirds of the flats are owner-occupied, the whole building needs an additional HMO licence. There are two narrow exemptions: a building consisting only of two self-contained flats where neither flat is above or below commercial premises, and a building no more than two storeys high with no shared internal or external common parts.
Student houses near Coventry University or the University of Warwick are not automatically exempt. University-managed halls qualify only if the institution is signed up to an approved Code of Practice and the building appears on the university's official schedule. A private landlord renting to three students in Earlsdon or Canley needs a licence like anyone else.
What the Licence Costs
Coventry uses a two-stage fee system. Stage 1 covers processing and is paid when you submit your application. Stage 2 covers enforcement and monitoring, due within 14 days of the council issuing your draft licence.
A standard new 1-year licence totals £1,571 (£716 Stage 1 plus £855 Stage 2). But landlords who join the free Coventry Landlord Accreditation Scheme (CLAS) and meet compliance criteria can qualify for a 5-year licence at £944 total — saving £627 on the first cycle alone.
Letting a property without a licence when one is required is a criminal offence carrying civil penalties up to £40,000 per offence since 1 May 2026. For offences committed on or after that date, a Rent Repayment Order can cover up to 24 months of rent.

Getting licensed involves gathering safety certificates, drawing a compliant floor plan, navigating the council's online portal, and understanding the conditions that attach to every licence. Our Coventry Landlord Licensing Guide walks through each stage from the initial property check to the final licence grant, including the CLAS accreditation path that unlocks the lowest fee tier.
If you're unsure whether your property needs a licence, start with the household count and the amenity-sharing test above. Three unrelated occupants sharing a kitchen in any Coventry postcode means you need to be licensed.
