Do I Need a Landlord Licence in Thurrock?
Three Schemes, One Decision
Thurrock runs three property licensing schemes simultaneously. Every privately rented property in the borough falls into one of them — or is exempt. The scheme that applies depends on two things: who lives in the property and where it is.
Here is the decision logic:
Five or more occupants from two or more households sharing facilities? You need a mandatory HMO licence. This applies in all 20 wards.
Three or four occupants from two or more households sharing facilities? You need an additional HMO licence. This also applies in all 20 wards.
A single person, couple or single family? If the property is in one of the 16 designated wards, you need a selective licence. If it is in one of the four exempt wards (Little Thurrock Blackshots, Orsett, Stifford Clays or The Homesteads), no licence is required.
A property never needs both an HMO licence and a selective licence. If it qualifies as an HMO, the Housing Act exempts it from selective licensing automatically.
How to Check
Start with the occupancy question. Count the people living in the property, then work out how many separate households they form. Remember that married couples, civil partners, cohabiting partners and blood relatives (including half-siblings and foster children) all count as a single household.
Next, check the ward. Use Thurrock Council's address lookup tool rather than relying on your postcode alone — postcodes can straddle ward boundaries. Enter the specific house number and street to get a definitive answer. Save a screenshot with the date.
Common Traps
A letting that looks like a simple single-household arrangement can cross into HMO territory without the landlord realising. Two friends sharing a flat are two separate households, but the additional HMO scheme needs at least three occupants from two or more households. A couple plus one unrelated lodger is also two households. The moment occupancy crosses the HMO threshold, the licensing category changes.
Equally, landlords with properties in exempt wards sometimes assume they need no licence at all. That is true only for single-household lets. A shared property in Orsett with three unrelated tenants still needs an additional HMO licence, because HMO licensing covers all 20 wards.

What If I Am Not Sure?
If the household structure is ambiguous — a family member's partner who is not legally a relative, or a lodger in a property that might qualify for the resident landlord exemption — check with the council before applying. A civil penalty can be up to £30,000 for an HMO licensing breach or £40,000 for certain selective licensing breaches. For offences committed on or after 1 May 2026, a rent repayment order can cover up to 24 months' rent. Since 1 May 2026, landlords cannot issue new Section 21 notices for private assured tenancies; they must use an applicable Section 8 ground to seek possession. Part A is non-refundable even if an application is refused.
