How Long Does a Thurrock Landlord Licence Take to Process?
What Determines Processing Speed
Thurrock Council does not publish a guaranteed turnaround for property licence applications. Processing time depends on three factors: whether the application is "duly made" when it lands, how many applications the Private Housing Team is handling, and whether the Council needs to request further information from you.
A "duly made" application is one where the form is complete, every required document — Gas Safety Certificate, satisfactory EICR, valid EPC, tenancy agreement and floor plan — is uploaded in legible format, and the Part A fee has cleared. If any piece is missing, the Council rejects the filing as invalid, charges a £27 administrative fee, and gives you 14 days to resubmit. Processing cannot proceed until the application is valid.
Typical Timelines by Licence Type
Selective licensing applications were accepted during the initial compliance window before the 31 March 2026 cutoff. The research available for this guide does not establish a reliable typical processing time for selective licence applications.
Additional HMO licensing — covering properties with 3 or 4 occupants from two or more households — began under the borough-wide scheme in September 2025. The research available for this guide does not establish a reliable typical processing time for these applications.
Mandatory HMO licensing — for properties with 5 or more occupants — is an ongoing national scheme rather than a time-limited local designation. Thurrock's published HMO licensing policy sets a 12-week processing target from start to finish, though it may vary with the Private Sector Housing team's workload.
Thurrock Council does not publish a guaranteed turnaround for any of these licence types.
The Two-Stage Payment Gap
Every Thurrock property licence uses a Part A / Part B split. You pay the Part A application fee (£236.98 for selective licensing) when you submit. The Council processes your application, runs fit-and-proper checks, and sends notifications to any freeholders, lenders or managers you listed. There is then a mandatory 14-working-day consultation window during which those parties can make representations.
Only after that consultation closes does the Council issue a Notice of Intention to grant the licence. At that point you pay the Part B fee (£797.92 for selective licensing at the standard rate). The final licence is issued once Part B clears. So even a smoothly processed application has a built-in two-to-three-week gap between initial decision and final grant.

What Protects You While You Wait
Submitting a duly-made application gives you a degree of protection. Under Section 95(3) of the Housing Act 2004, an effective application is a defence to the offence of controlling or managing a licensable property without a licence. The council reference number from your submission is evidence that you have applied and are waiting for a decision.
Under the former Section 98 rules, a duly-made application removed the licensing bar on serving a Section 21 notice. The Renters' Rights Act 2025 abolished Section 21 for assured tenancies in England from 1 May 2026.
How to Avoid Delays
The fastest way to a licence is a clean submission. Before you hit the portal:
- Confirm your ward on the Council's postcode lookup tool and save a dated screenshot
- Gather every required certificate and verify validity dates (gas safety renewed within 12 months, EICR satisfactory and within 5 years, EPC at Band E or above)
- Draw a clear floor plan with room dimensions in square metres, fire escape routes and smoke detector positions
- Have contact details ready for every interested party — freeholders, mortgage lenders and managing agents
Our Thurrock landlord licensing guide walks through each document requirement and the portal submission steps, so you can get it right the first time and avoid the £27 rejection cycle.
What If You Need the Licence Urgently?
There is no formal fast-track option. If you need proof of licensing status for a mortgage application or property sale, contact the Private Housing Team directly with your application reference and explain the deadline. Some landlords report that a clear explanation of why timing matters — a completion date, a refinancing deadline — has helped prioritise their case, though there are no guarantees. The Council's Section 232 public register is updated once a licence is granted, so buyers and lenders can verify status there.
