Gateshead Selective Licensing Fees: Full Breakdown for 2025–2030

Gateshead Council operates a two-part fee system for every property licence. The split is not optional — you pay Part A when you submit the application and Part B when the council decides to grant the licence. Understanding the structure saves you from surcharges that can add up fast.

The Two-Part Fee Breakdown

Selective Licence

Component Amount
Part A (processing) £510.00
Part B (scheme management) £340.00
Total £850.00

Additional HMO Licence

Component Amount
Part A (processing) £585.80
Part B (scheme management) £390.50
Total £976.30

Mandatory HMO Licence (Up to 14 Beds)

Component Amount
Part A (processing) £659.80
Part B (scheme management) £439.88
Total £1,099.68

Mandatory HMO Licence (15+ Beds)

Component Amount
Part A (processing) £719.32
Part B (scheme management) £478.69
Total £1,198.01

Mandatory HMO renewals are slightly cheaper: £966.54 (up to 14 beds) or £1,064.99 (15+ beds).

Why Part A Matters

Part A is retained if the council refuses or the applicant withdraws an application. Gateshead provides full refunds for applications submitted in error, such as duplicate applications or properties outside the scheme. If you selected the wrong licence type, contact the council before paying for another application.

Part B is normally invoiced when the council decides to grant the licence. If the council refuses the licence after both parts were paid in advance, Part B is refunded.

Discounts That Reduce Part B

All discounts come off the Part B payment, not Part A:

Accredited landlord discount — £75 off Part B: Available if you hold active membership with the NRLA, UKALA, Safeagent, ARLA Propertymark, RICS or The Guild of Property Professionals. You must be a current member at the time of application.

Multi-property discount — £10 off per additional property: Applies to the second and subsequent properties when you submit multiple applications at the same time.

Early-bird discount — £75 off Part B: This was available during the pre-commencement windows (Phase 1: March–May 2025; Phase 2: July–September 2025). Both windows are now closed.

The NRLA and multi-property discounts can stack. On a selective licence, a landlord with NRLA membership submitting two properties at once would pay £340 − £75 − £10 = £255 Part B on the second property, bringing its total to £765.

Surcharges to Avoid

£25 incomplete application charge: Applies when an application is returned for missing information or requires repeated council follow-up. Upload everything the first time — CP12, EICR, EPC, tenancy agreement, declarations.

£50 paper application surcharge: The council expects online submissions through the MetaStreet portal. Requesting a paper form costs £50 on top of the standard fee.

£25 phased payment request fee: Only available to landlords or agents submitting 10 or more applications simultaneously, and only by prior arrangement with the council.

Other Administrative Fees

  • Managing agent change (owner unchanged): £255
  • HMO licence variation (occupancy increase): £210.97
  • Licence holder change: requires a new application at full fee

Keeping Costs Down

The bigger cost risk is a refused application, because the council retains Part A; an incomplete application can add a £25 charge if it is returned or requires repeated follow-up. Getting the documents right before you log into the portal is worth more than any discount.
