Hackney Landlord Licensing: DIY or Letting Agent?

The Agent Fee Range

Letting agents in Hackney charge between £350 and £1,200 to handle a property licence application on your behalf. That is on top of the council's own fees (£925 for selective, £1,400 for HMO), so the total outlay with an agent can easily reach £2,000–£2,600 per property.

For a micro-landlord operating on slim margins — mortgage payments, service charges, and rental tax already eating into the yield — the agent's fee can be the difference between the property breaking even and running at a loss.

What Agents Actually Do

A typical licensing agent service includes:

  • Reviewing the property's licensing obligation (which scheme applies)
  • Collecting and checking documents (gas safety, EICR, EPC, tenancy agreement)
  • Arranging or commissioning floor plans for HMO applications
  • Submitting the application through the council portal
  • Handling queries during the council's assessment period

The service is administrative. Agents fill in the form, upload the documents, and pay the council fee from your funds. Some firms bundle a property visit to verify room dimensions; others rely on documents you supply.

The Liability Problem

Under the Housing Act 2004, using an agent does not automatically shift licensing responsibility away from the landlord. The proposed licence holder is generally the person the council considers most appropriate — typically the owner or head leaseholder. A licensing offence can also make the landlord and a person managing or controlling the property liable.

If an agent submits incorrect room dimensions, miscounts the number of households, or uploads an expired EICR, the landlord may still be liable for the licensing offence, and the agent may also be liable if their role makes them a person managing or controlling the property. If the application is rejected because of the agent's error, the non-refundable Part A fee (£555 or £840) is your loss. Ask the agent to confirm in writing whether its professional indemnity insurance covers licensing application errors; cover depends on the policy.

This means even if you pay an agent £800 to handle the application, you still need to verify the accuracy of what they submit. The core compliance knowledge is non-delegable.

When Self-Managing Makes Sense

Self-managing the application is a reasonable choice if:

  • You own one or two properties with straightforward layouts (no attic conversions, no complex HMO room configurations)
  • The property is clearly in one licensing category — no ambiguity about ward boundaries or household counts
  • You already hold current safety certificates and a valid EPC
  • You are comfortable using an online portal to upload documents and complete declarations

The council's portal is designed for individual landlords. The process is eight sequential steps, and the main risk is not the portal's complexity — it is submitting with the wrong documents or under the wrong scheme.

When an Agent or Professional Helps

Professional help makes more sense if:

  • You are licensing an HMO with complex room layouts, attic bedrooms, or non-standard configurations where the 1.5-metre headroom rule and usable floor area calculations need expert measurement
  • You own multiple properties across different schemes and need simultaneous submissions to claim the multi-dwelling discount
  • You are an overseas landlord who must appoint a UK-based managing agent as a licence condition
  • The property sits near a ward boundary and the licensing category is genuinely ambiguous

For HMOs specifically, the floor plan is often the sticking point. Professional HMO floor plan surveys cost £123–£250, which is a fraction of a full-service agent fee and addresses the most technically demanding part of the application.

A Middle Path

Rather than outsourcing the entire application, many landlords handle it themselves using a structured checklist and refer out only the floor plan. The application form itself is not difficult — the risk sits in document accuracy and scheme identification, both of which a well-prepared landlord can manage.

The Hackney landlord licensing guide provides the full application walkthrough, a pre-submission document checklist, and a room measurement worksheet — the tools a self-managing landlord needs to submit accurately without agent fees.
