Newham Property Licence Fees 2026: Costs by Scheme

Newham's licensing fees are split into two parts, and the first part is normally non-refundable, subject to the exceptions below. Knowing the exact amounts — and what triggers a surcharge or discount — matters before you commit to the application. Here are the fee amounts listed in Newham Council's published schedule.

The Two-Part Fee Structure

Newham separates licensing costs into Part A (processing) and Part B (management and enforcement). Part A is paid at submission and is normally non-refundable. Part B is invoiced only after the council decides to grant the licence. If you do not pay Part B when requested, the application is refused and Part A is still kept.

Selective Licensing Fees

A standard selective licence (single family, single occupant or two unrelated sharers) costs £750 total — £400 Part A and £350 Part B.

Properties newly entering the private rented sector with an EPC rating of C or better pay a reduced rate: £250 Part A and £150 Part B, totalling £400.

Nightly-paid temporary accommodation follows the same reduced rate: £400 (£250 + £150).

For landlords with multiple self-contained flats in the same building under single ownership, the first property pays the standard £750. Each subsequent property applied for at the same time costs £700 (£350 Part A, £350 Part B). Contact [email protected] before submitting multi-dwelling applications.

Additional HMO Licensing Fees

An additional HMO licence (three or four occupants from two or more households) costs £1,250 — £400 Part A and £850 Part B.

Newly rented HMOs with an EPC of C or above pay £800 (£250 Part A, £550 Part B).

Discounts That Can Lower Your Bill

Two discounts can stack:

  • Accredited landlord discount (£50) — you must hold active membership in a recognised body: LLAS, NRLA, BLA, Safeagent, Propertymark or UKALA, with a minimum 5-hour training course completed. The membership must belong to the licence holder specifically, not just the managing agent.
  • Warmer Homes EPC discount (£50) — the property must have an EPC rated A, B or C. For HMOs, the rating must apply to the whole building, not individual rooms.

Both together reduce a standard selective licence from £750 to £650. The same £100 saving applies proportionally to additional and mandatory HMO fees.

When Discounts Do Not Apply

If Newham Council has already sent you a "Failure to Licence Warning Letter" before you submit, no discounts are available. Discounts also cannot be claimed retrospectively after payment.

Surcharges and Other Charges

  • Paper application surcharge: £100 on top of the standard fee if you submit a hard-copy application instead of using the online portal
  • Licence reprint: £12
  • Change of licence type (single dwelling to additional HMO): £800 (£250 Part A, £550 Part B)
  • Revert from HMO to single dwelling: £150

Part A Refunds

Full refunds of Part A are only issued if the application was submitted in genuine error — for a non-licensable property, an exempt property, or as a duplicate payment. If an application is withdrawn or refused because of a Fit and Proper failure, planning refusal or incomplete documents, Part A is retained.
