Haringey Property Licensing Renewal: Scheme Expiry Dates and What Comes Next
Scheme Expiry vs Licence Expiry
Two different clocks run at the same time in Haringey, and mixing them up leads to compliance surprises.
The scheme designation is the council's authority to require licences. Each local designation has a fixed term. Once it expires, the licensing obligation for that scheme ends — unless the council designates a successor.
The individual licence is the document issued to a specific landlord for a specific property. It lasts up to five years, but it cannot outlive the scheme it was granted under.
Here's the current timeline:
Selective licensing: Designated 17 November 2022. Expires 17 November 2027. Every selective licence expires on that date at the latest, regardless of when it was granted. A landlord who applied in October 2026 gets barely a year of coverage for the same fee as someone who applied in 2022.
Additional HMO licensing: Designated 17 June 2024. Expires 16 June 2029. Licences granted at the start of the scheme can run the full five years.
Mandatory HMO licensing: National scheme under Section 55 of the Housing Act 2004. No expiry date — it applies indefinitely. Individual licences can be granted for up to five years.
What Happens When a Scheme Expires
When the selective licensing designation ends on 17 November 2027, all selective licences expire simultaneously. The duty under that designation ends unless the council designates a new scheme; a separate HMO or Section 257 licensing duty may still apply.
Once the designation ends, no new offence can arise under that expired scheme.
An offence committed while the scheme was in force may still have consequences after it ends. Prosecution for a summary offence is generally subject to a six-month limit, and unlicensed operation may be a continuing offence; the applicable deadline depends on the enforcement route and facts.
Will the Council Renew
That's the council's decision, and they're not required to announce it years in advance. However, the regulatory environment strongly favours renewal:
Statutory reform makes it easier. Since December 2024, local authorities no longer need ministerial sign-off to designate large-scale selective licensing schemes. Haringey's original 2022 scheme required confirmation from the Secretary of State because it covered more than 20% of the borough's private rental stock. A successor scheme would not face that hurdle.
Council policy supports licensing. Haringey has invested heavily in licensing infrastructure — the Metastreet portal, enforcement staff, inspection programmes. Abandoning the scheme would mean writing off that investment.
Revenue model. Licence fees fund the enforcement operation on a cost-recovery basis. Without the scheme, the funding for private sector housing enforcement shrinks.
That said, renewal isn't guaranteed. The council must follow the statutory process: evidence gathering, public consultation, and a formal Cabinet decision. The consultation for a successor selective scheme would likely start in 2026 or early 2027 to ensure continuity.

What Landlords Should Do Now
If you haven't applied yet and the scheme is expiring soon: apply anyway if the property currently needs a licence. A duly made, still-effective licence application is a statutory defence to the unlicensed-operation offence; it does not grant the licence or erase liability for any earlier period without an effective application. A late application with a short remaining term is still better than an enforcement notice.
If your licence is approaching its five-year term under the additional or mandatory scheme: check the expiry date on the licence and apply in advance rather than rely on a reminder.
If you're budgeting for the future: assume renewal is likely for both selective and additional schemes. Budget for a fresh application fee when the current designation expires. Fee levels for successor schemes are set at the time of designation and may differ from current rates.
