Harrow Selective Licensing: Which Wards Need a Licence in 2026

If you rent out a property in Harrow and you've heard something about selective licensing, the short version is this: six wards now require licences for private rented homes, including standard single-family lets. A property licensed under Part 2 as an HMO does not need a duplicate selective licence, and statutory exemptions still apply.

Harrow Council designated the six wards in December 2025, and the schemes went live in three staggered waves across 2026.

The Six Designated Wards and Their Start Dates

Harrow's selective licensing operates under Part 3 of the Housing Act 2004. The rollout was phased:

Wave 1 — 2 May 2026: Edgware and Roxeth

Wave 2 — 6 July 2026: Greenhill and Marlborough

Wave 3 — 1 September 2026: Wealdstone North and Wealdstone South

Each designation runs for five years from its start date, so the earliest expiry is 1 May 2031 for Edgware and Roxeth.

The remaining 16 wards in Harrow — including Belmont, Canons, Pinner, Stanmore, Harrow on the Hill, and others — are not covered by selective licensing. If your property sits in one of those wards and it isn't an HMO, you don't need a local property licence (though general landlord duties still apply).

Why Single-Family Lets Are Caught

Selective licensing in designated areas includes ordinary private rented homes, regardless of the number of tenants, subject to statutory exemptions and the Part 2 HMO exception. A two-bedroom terraced house let to a couple still needs a selective licence if it falls inside one of the six wards. The common assumption that licensing only applies to shared houses or student HMOs has caught many landlords out.

Reddit threads from Harrow landlords reflect the surprise: schemes that were once limited to HMOs now cover standard single-family rentals, and the penalties for non-compliance have been rising.

How to Check Your Property's Ward

Postcodes don't map cleanly onto ward boundaries, so you can't rely on a postcode alone. Harrow Council provides an Interactive Map and Street Lookup Tool where you enter your full property address — including flat numbers — to confirm which ward you fall in. Keep a dated screenshot or email confirmation from [email protected] as audit evidence.

What Happens If You Already Hold an HMO Licence

Section 79(2) of the Housing Act 2004 gives HMO licensing primacy over selective licensing. If your property in a designated ward already holds a valid HMO licence under Part 2, you don't need a separate selective licence. You won't be required to hold both.

The Fee and the Process

A selective licence in Harrow costs £786 per property, split into two stages: a £686 Part A processing fee paid at application and a £100 Part B enforcement fee paid before the licence is granted. Applications go through the MyHarrow portal. If Part B isn't paid within five working days of the council's request, a late surcharge of £52–£54 is added.

A selective licence can run for up to five years. There are no early-bird discounts and no accreditation concessions for selective licensing in Harrow.

What the Penalties Look Like

Operating a property that requires a licence without one is an offence under the Housing Act 2004. Since the Renters' Rights Act 2025 took effect on 1 May 2026, the maximum civil penalty stands at £40,000 per offence. Tenants can also apply for a Rent Repayment Order covering up to 24 months of rent — that's gross rent, not profit.

Section 21 was abolished on 1 May 2026 under the Renters' Rights Act, so no-fault notices are unavailable regardless of licensing status. An unlicensed landlord must check which current possession route applies to the tenancy.
