How Long Does a Middlesbrough Selective Licence Last?

You have just paid £878 plus the separate £20 Newport 2 check fee, or £998 for a Newport 1 Phase 2 selective licence, and you want to know when you will need to do this again. The answer is not as simple as "five years" — it depends on when the underlying scheme expires, not when your individual licence was issued.

Selective Licence Duration

Under Part 3 of the Housing Act 2004, a selective licensing designation runs for a maximum of five years. Your licence is valid for the life of the designation it was issued under, or five years from the date of issue — whichever comes first.

The two active designations in Middlesbrough have fixed end dates:

  • Newport 2: expires 2 July 2028
  • Newport 1 (Phase 2): expires 22 July 2029

If you applied for a Newport 2 licence in early 2026, your licence expires on 2 July 2028 regardless — you do not get a full five years from your application date. The scheme's clock overrides the licence's clock.

What Happens When a Scheme Expires

When a selective licensing designation reaches its end date, all licences issued under it lapse simultaneously. This is exactly what happened with the North Ormesby scheme, which expired on 13 June 2026. On 14 June 2026, every selective licence in North Ormesby simply ceased to exist, and landlords there no longer needed a selective licence.

There are no pro-rata refunds. If you paid £998 for a Newport 1 Phase 2 licence shortly before its 22 July 2029 expiry, you would still pay the full fee for the remaining weeks of licence coverage.

Successor Schemes and Re-Application

If the council designates a successor scheme (as happened when Newport 1 Phase 2 replaced the earlier Newport 1 designation in August 2024), your old licence does not carry over. You must submit a completely new application under the fresh designation and pay the full fees again.

This is because selective licences are strictly non-transferable — between people, between properties, and between scheme designations. The new scheme is legally a new designation, even if it covers the same streets.

Mandatory HMO Licence Duration

Mandatory HMO licences work differently. Because mandatory licensing under Part 2 of the Housing Act 2004 has no expiry date — it is permanent and borough-wide — an HMO licence runs for up to five years from the date of issue. Renewal is the landlord's responsibility; there is no automatic reminder from the council. The fee is £1,168.88 for both new applications and renewals.

Key Dates to Track

Licence type Duration End date
Newport 2 selective Up to scheme expiry 2 July 2028
Newport 1 Phase 2 selective Up to scheme expiry 22 July 2029
Mandatory HMO 5 years from issue Varies per property

Start your renewal or successor-scheme application well before the expiry date. Operating without a licence — even briefly — exposes you to civil penalties of up to £40,000 and rent repayment orders of up to 24 months' gross rent.

Our Middlesbrough Landlord Licensing guide walks through the full timeline for each scheme, including what to do when your licence approaches expiry and how successor designations work.
